The primary purpose of this position is to serve as a staff analyst to plan, organize, review, and evaluate Air Force program integration in participation with Sensitive Activities within DoD.

Duties
- Directly responsible to the Division Chief for daily management of assigned portfolio. Plans, organizes, and directs the activities of the assigned SAO portfolio, ensuring that work complies with legal and regulatory requirements and meets customer needs.
- Represents the SAO at Air Force, government organizations and other stakeholders meetings, working groups, conferences, etc.
- As Senior Staff Analyst and subject matter expert, directs and organizes portfolio analytical input and prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to staff analysts regarding policies, procedures, and directives of management.

- At least five years of full-time experience working in an applied research setting, including at least two years in a management role desired.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of DoD, National Security, and AF sensitive activities, policies, associated legislation, and directives to plan and develop relationships or guidance for application of complex procedures and to handle, protect, and maintain control of classified material and media; knowledge and experience working with multiple stakeholders; strong understanding of program evaluation methods including an understanding of the need to be responsive to agency requests for data; detail-oriented and ability to keep accurate, well organized record; and experience evaluating performance and analyzing data/metrics, to develop collaborative relationships and manage project schedules and deadlines that run simultaneously; knowledge of the substantive nature of agency programs and activities; analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency, to include basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of knowledge of DoD, National Security, and AF sensitive activities, policies, associated legislation, and directives to plan and develop relationships or guidance for application of complex procedures and to handle, protect, and maintain control of classified material and media.
2. Extensive knowledge and experience working with multiple stakeholders; strong understanding of program evaluation methods including an understanding of the need to be responsive to agency requests for data; detail-oriented and ability to keep accurate, well organized record; and experience evaluating performance and analyzing data/metrics, to develop collaborative relationships and manage project schedules and deadlines that run simultaneously.
3. Knowledge knowledge of the substantive nature of agency programs and activities; analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency, to include basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.
4. Skill using various methodologies and sources, incumbent conducts qualitative and quantitative research by obtaining recent and relevant data using various sources (i.e. interview subjects, scan databases and internet), while leveraging customer insights and also seeking out peer-reviewed writings (i.e. articles, lesson learned, etc.). Incumbent will analyze or interpret data collected to present findings and recommendations, with an orientation toward action-oriented decision-making, in briefings and reports for senior agency level administrators and to other external organizations.
5. Excellent oral and written communication skills with a strong vocabulary and expertise in English usage; comfort with multiple and often complex writing assignments, styles and disciplines to effectively articulate, present and explain writing choices and to produce work quickly with attention to detail and strength in observing and managing deadlines.
6. Ability to demonstrate use of logic in structuring content and creative team strategic thinking, while being flexible to work carefully and quickly to meet program demands; see and think strategically (i.e. big picture) and be able to relate findings to senior agency level administrators and to other external organizations.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) and may be subject to polygraph examination. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
