About the Position: Performs as a Division Contract Specialist executing the full range of contracts and contracting activities from the simplest to the most complex.
This is a pay banded position. The NH-03 band encompasses grades 12 and 13 under the General Schedule (GS) system.
Duties
Performs duties that are extensive and require the cross-utilization of skills and knowledge in the series specialization areas of contracting, contract administration, contract termination officer, contract price analyst.
Makes corrections, revisions or complete reformation of any contractual document which should be changed to comply with the law, regulations, directives or policy statements expressed by higher authority.
Performs procurement planning.
Prepares and maintains current acquisition plans, appropriate milestone charts and related schedules.
Serves as advisor to requiring activities in procurement planning meetings.
Serves as a contract negotiator.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The incumbent must be able to qualify for a contracting officer's warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.

In order to qualify, you must meet the education and experience requirements described below. Basic Education Requirement for 1102 Series:
Degree: A 4-year course of study leading to a bachelor's degree with a major in any field. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if A) You current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the NH-02/GS-11 grade/level which includes:1) Performing Pre-Award and Post-Award functions to include; preparing Request for Proposals (RFP)/Request for Quotes/Request for Task Order Proposals. 2) Identifying appropriate contract type/method for the product or service being procured; 3) Preparing contract modifications and 4) Preparing required contract documentation such as: Market Research, Determination and Findings (D&F), DD Form 2579, Statements of Work (SOW)/Statement of Objectives (SOO)/Performance Work Statements (PWS), Performance Metrics, Quality Assurance Surveillance Plans, Justifications and Approvals (J&As) for limited competition/sole source procurements, Acquisition Strategies/Plans, Cost/Price Analysis Documentation, Source Selection Decision Documents, and contract modification justifications.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
