Duties

Program management of the Federal Lands Transportation Program. Formulating national policy recommendations on transportation issues. Multiyear program creation and management. Provide technical and administrative advice and oversight on projects. Advice parks, regional leadership, Washington Support Office.

All qualifications must be met by the closing date of this announcement-10/30/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-12 grade level, you must possess both Basic Requirements and Specialized Experience as outlined by the following examples. BASIC REQUIREMENTS: Community Planning GS-0020 : possess undergraduate or graduate education with a major study in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. -OR- Possess courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience in community planning acquired under the supervision and guidance of a community planner or additional education. BASIC REQUIREMENTS: Landscape Architect GS-0807: successfully completed a degree in landscape architecture or landscape design. -OR- A combination of education and experience. For each year short of graduation, you must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. BASIC REQUIREMENTS: Civil Engineer GS-810:A: You have successfully completed a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).OR B: You have successfully completed a bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR C: You have successfully completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. OR D: You have successfully completed a curriculum leading to a Bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. OR E: You have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination. OR F: You are currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions. NOTE: You must submit copies of your current registration. In addition to meeting the basic education, you must also meet the following Specialized Experience:Possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience which included experience applying transportation policies and framework to complex or controversial topics; developing guidelines or best practices to deal with local transportation issues; serving as a subject matter expert for transportation on interdisciplinary teams of professionals supporting the preparation of plans, studies, and projects; providing professional advice to leadership on complex or controversial transpiration projects or issues. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-11 grade level in the federal service Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
