The primary purpose of this position is to serve as Chief of Protocol for the 91st Missile Wing, Minot AFB and coordinate various Distinguished Visitor visits, official functions/ceremonies and accomplish necessary protocol functions.

Duties

Responsible for planning, coordinating, and executing visits by distinguished persons for the 91st Missile Wing (MW) and support the 5th Bomb Wing distinguished visitor visits. Advisor for all protocol matters to the 91st Missile Wing. Plans, coordinates and implements all official functions for senior leadership for the 91st Missile Wing and supports Team Minot events for both the 5th Bomb Wing and 91st Missile Wing at Minot AFB. Handles requests for Official Representation Funds (ORF) and Special Morale and Welfare (SM&W) Funds for events/activities for host and associate AF units at Minot AFB.

  • PCS expenses are not authorized. Travel and relocation will not be paid.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a flight line badge and flight line competency card in order to meet the needs of this position.

  • This position has a substantial oversite workload over military subordinates to include the unique feature of selecting or recommending selection of “on-loan” active duty personnel to serve on the Protocol Office staff.
  • Position requires the incumbent to possess unusual planning skill, proficiency in diplomacy; ability to work with short deadlines and under pressure; and a good memory for faces, names, and facts.
  • Incumbent must be reliable, highly cooperative, and able to work harmoniously with others at both higher and lower echelons. Incumbent must be loyal, tactful, discreet, and apply sound, mature judgment in all personal dealings.
  • As required, will be expected to perform duties outside of normal scheduled duty hours to include weekends, holidays, and overtime. Irregular hours are usually not forecasted and require flexibility on the part of the member.
  • Subject to being on-call to support mission requirements and during periods of high activity. May be required to carry a phone, or radio during on- and off-duty hours.
  • All federal employees are required to have direct deposit.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include advising and providing guidance on all protocol matters; preparing visit packages and event briefs and briefing senior leadership; planning, scheduling and coordinating protocol responsibilities; researching special protocol and visiting requirements of foreign and U.S. dignitaries; and projecting, monitoring, and documenting collection and expenditure of funds. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher level graduate education beyond the first two years is creditable for specialized experience. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the concepts, principles, and practices of a protocol program to conduct and coordinate protocol activities for a variety of organizations. Knowledge and general understanding of Air Force (AF), major command (MAJCOM), and military traditions related to protocol. Skill in gathering, evaluating, and interpreting data to arrive at a valid conclusion and offer meaningful recommendations. Knowledge of the use and management of Air Force Official Representation Funds and Special Moral and Welfare Funds. Skill in working with people in attaining mutually positive ends. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
