NIST works with industry and science to advance innovation and improve quality of life. We're looking for a IT Specialist (Data Management) to join our team! This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Duties

To serve as a business analyst for IT projects across the Business Operations Office service portfolio, which includes creating key performance indicators for NIST operations and dashboarding of charts and graphs for management across NIST. These projects will involve data management within NIST's Amazon Web Services enterprise databases.; Provide technical leadership and oversight of projects, defines operating procedures, develops and gathers customer requirements, develops reports, project plans, and executes test plans. Delivers recommendations for updates or new policies and processes, and provide analysis and recommendations in support of mission oriented business functions, applications, and systems.; This position will complete projects that create metrics and dashboards that will be used to analyze operational data. These metrics and dashboards will ultimately influence decision making by NIST leadership with respect to operations, such as improving operational efficiency, quality, and reducing costs; The position will work closely with all levels of staff and management within Management Resources and Laboratory Programs to develop metrics and dashboards within NISTs data visualization software.; The position will also work with staff and management to understand the data, promote data integrity, manage the data, and make suggestions on metrics and visualizations to utilize.

Qualifications

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above basic requirements: Applicants must have one year (52 weeks) of specialized experience equivalents to at least the GS-9 level (ZP-II at NIST). Specialized experience is defined as: developing processes, procedures, and practice that support IT products and IT business requirements, managing IT projects, data analysis and metrics by applying one or more of the following: Agile, Scrum, DevOps, and lean principle. OR 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or Ph.D. or equivalent doctoral degree OR Combination of education and experience Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
