Duties

This position is responsible for performing a variety of substantive budgeting functions that includes: Ensure funds are properly budgeted, planned, and expended within legal and administrative constraints involving the expenditures and revenue related to Recreation Fees to analyze and prepare managerial reports. Analyze, prepare, and present reports to management from databases for Fee Program operational, fiscal, and planning purposes. Assist in the development of a five year plan that articulates the strategic direction for the park fee program. This position may be filled at either the GS-09 or GS-11 level. Duties will be developmental in nature when filled below the full performance GS-11 level. POSITION LOCATION: Shenandoah National Park preserves and protects more than 300 square miles of nationally significant natural and cultural resources, scenic beauty, and congressionally designated wilderness within Virginia's northern Blue Ridge Mountains; and provides a broad range of opportunities for public enjoyment, recreation, inspiration, and stewardship. Within 90 miles of Washington D.C. the Park provides visitors the ability to explore mountain peaks, hidden hollows, cascading streams, accessible wilderness, and stunning natural beauty. Approximately 40% of the Park is designated wilderness with over 500 miles of hiking trails and the iconic Skyline Drive, SHEN was established as an eastern Park that provided a "western Park experience". Due to the Park's easy accessibility to D.C and other highly populated areas along the east coast, visitation exceeds 1.4 million visitors annually which results in significant resource protection and visitor management issues and incidents. All qualifications must be met by the closing date of this announcement-11/03/2023. Credit will be given for all appropriate qualifying experience. This experience includes activities such as: assisting with routine budget analysis functions such as providing budget data for the development, preparation, and revision of the budget; assist with the execution of the current year budget for a unit; prepare a variety of budgetary reports using automated financial systems and databases; performing developmental assignments in order to provide management information on broader aspects of the budget such as analyzing revenue trends, spending targets, and project spending. You must include hours per week worked. -OR- EDUCATION: Successful completion of a master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Graduate education must be directly related to this position and provides the knowledge, skill, and abilities necessary to do the work of this position. You must include transcripts. -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a combination of graduate education (more than one year of graduate education, but less than two full years) and experience as described above. You must include hours per week worked. -OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree OR at least 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Graduate education must be directly related to this position and provides the knowledge, skill, and abilities necessary to do the work of this position. You must include transcripts. -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of graduate education (more than two years of graduate education, but less than three full years) and experience as described above. To combine education and experience, first take the number of completed graduate coursework in excess of 36 semester hours and divide by 18 (semester hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
