This position is a Maintenance Worker Leader, WL-4749-8 working in Oak Harbor, Ohio for the R3-Ottawa National Wildlife Refuge. Duties

Great American Outdoors Act Strike Force. The Great American Outdoors Act is a program formed in 2020 to reduce the maintenance backlog across the US Fish and Wildlife Service. Hired as part of a Strike Force, these positions will work alongside current Service staff to complete infrastructure projects such as levee reconstruction, facility repairs, and building demolition. These projects are in many locations, thus a significant amount of the incumbent's time will be spent traveling for multiday to projects to local work sites initially and then to work sites across the contiguous U.S., Alaska, and Hawaii. As a Maintenance Worker Leader your duties will include but are not limited to the following: Pass on to other workers the instructions received from supervisors and getting work started, e.g., by assigning the immediate tasks to be performed by individual members of the group led. Obtain needed information or decisions from supervisors on problems that come up during the work. Maintain a current knowledge, and answer questions from other workers on procedures, policies, written instructions, and other directives (for example, technical orders). Operate a variety of vehicles and equipment including: farm-type tractors and heavy equipment utilized for earth moving (wheeled and track-mounted backhoes and front end loaders, skid loaders, excavators, bulldozers, road graders, dump trucks) and industrial lawn mowers with attachments. Check work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. Serves as a mentor for other employees and volunteers. Keep written maintenance records for all equipment. Assure that safety and housekeeping rules are followed (for example, assuring that limits of safe machine operation are not exceeded and that all tools are used properly). Physical Effort The employee uses considerable physical effort is required in the operation and maintenance of facilities, equipment, and attachments. The employee frequently is required to perform heavy lifting and exerts considerable physical effort while using hand and power tools. Work requires extensive leg, arm, and hand movement, standing, stooping, walking, bending, climbing, and kneeling, and work in tiring and uncomfortable positions. The employee frequently lifts, carries, and sets up parts and equipment weighing up to 50 pounds unassisted, and over 50 pounds with assistance. The employee uses jacks, pulleys, dollies, or other lifting and carrying devices. Work may be from ladders, scaffolding, platforms, or high places, and in hard-to-reach places. Frequent arm and leg movements are required to operate controls, make repairs, and build items. Working Conditions Work is accomplished both in an office setting (5%) and outdoors (95%). Works outside in all kinds of weather and frequently exposed to running water, fumes, dust, grease, dirt, and moving parts of equipment and machinery. Work performed outside is in a variety of settings where steep terrain, extremely uneven, rocky and slippery footing is normal. Temperature extremes are common. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls, falling material, or injury from equipment associated with power equipment or hazardous materials. Work demands conformance to safety requirements including the use of a variety of personal protective equipment such as: protective clothing, hardhats, hearing protection, safety glasses, goggles, gloves, steel toe heavy leather boots, respirator, and other personal protective items. Serious injury may result from getting caught in operating equipment, or from collisions with automobiles when operating on or near public roads. Work is generally done on stable flat terrain and construction sites, but may be also done on rolling hills, minor slopes, grades, rocky or soft ground, or forests. Qualifications
