The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Manage and lead programmatic initiatives and the daily operations of the organization and collaborate with office leadership to ensure strategic alignment of counterintelligence and security efforts with the mission, goals, and objectives of the ODNI.
Manage and oversee personnel, training, budget, policies and procedures, as well as information technology, facilities, equipment, and logistics to foster successful achievement of the CIS mission, assisting with budget planning and execution, strategic resource planning, and budget decisions.
Work closely with key ODNI stakeholders to ensure legal, privacy, and policy requirements are met by all aspects of the CIS mission.
Manage and coordinate tasking responses, work activities, assignments, and projects internal to the organization, within the ODNI, and across the IC, ensuring the effective completion of initiatives and requirements.
Manage corporate communications ensuring workforce awareness of ODNI, COO, and CIS initiatives, requirements, training, and other opportunities; Facilitate two-way communication between workforce and leadership.
Contribute to cultivating and maintaining productive working relationships with peers and partners across the ODNI and the IC.
Promote increased trust and collaboration among ODNI directorates and components with respect to security, insider threat and CI processes.
Execute internal business management processes for the organization; ensure management and staff are kept abreast of emerging developments.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Demonstrated organizational, managerial, and leadership skills, including ability to effectively manage the professional development of staff employees.
Extensive knowledge of the IC and ODNI budgetary process, personnel regulations, contract regulations, and resource allocation policies and procedures.
Excellent ability to communicate complex and sensitive information clearly and concisely.
Demonstrated strategic and tactical planning, critical thinking, and analytical skills in order to propose innovative solutions and implement change with resourcefulness and creativity.
Excellent ability to coordinate, network, and communicate across the ODNI, IC and U.S. Government agencies.
Demonstrated ability to work effectively with teams, build and sustain professional relationships, exert influence effectively at all levels across the IC.
Bachelor's Degree
Desired Requirements:
Significant prior experience in counterintelligence or security mission area.
COTR certification.
