The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

Serve as the collection subject matter expert supporting the National Intelligence Manager (NIM) by developing collection initiatives, aligning resources, managing priorities, assessing capabilities and challenges, and devising solutions. Advise senior ODNI leaders, including the DNI, on collection capabilities and trade-offs. Lead creation of all collection emphasis messages (CEM) for the Russia and Eurasia region. Partner with the IC in advancing the collection mission and assessing progress against key intelligence gaps identified in the Russia, Europe, and Eurasia Unifying Intelligence Strategy (UIS) Lead the integration and of collection alignment efforts within the ODNI and across the IC against the most important strategic intelligence issues within the mission areas. Support the development of fiscal year budget builds and other budget matters in support of IC collection initiatives related to the AOR. Partner with ODNI Mission Performance, Analysis, and Collection (MPAC) to support assessments of collector performance through active participation in the Collection Platform Value Assessment and the Integrated Mission Strategy lines of effort. Partner with other NICOs to de-conflict collection priorities, integrate strategies across NIM AORs, and align resources. Develop integrated collection strategies for respective mission areas. Conduct analysis and provide recommendations on "cross-target tradeoffs." Maintain effective working relationships with other ODNI elements, IC components, and other government agencies to address issues that span multiple mission and program areas. Serve as the representative to the cross-cleared advisory working group for the associated Joint Hard Target Strategy Serve as the acting NICO for Europe/NATO as needed.

Qualifications

Mandatory Requirements: Superior ability to anticipate and identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization. In-depth expertise on intelligence collection activities, capabilities, programs, and organizations. Proven expertise in developing near- and long-term collection strategies, setting goals, establishing metrics, overseeing projects and initiatives, and measuring progress. Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. Superior ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Strong ability to execute team oriented and inclusive approach of working across the USIC and with partner nations on hard collection issues leading to solutions that close intelligence gaps; expert-level knowledge of the USIC and its component members, and the collection capabilities of key partners and allies. Desired Requirements: Prior experience with multiple intelligence source disciplines and working in a cross-domain environment. Prior work experience focused on both functional and regional issues related to Russia or Eurasia. Knowledge of the Unified Intelligence Strategy for Russia, Europe, and Eurasia. Bachelor's degree or equivalent experience as determined by mission specialty area.
