his is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the Directorate of Public Works at Pine Bluff Arsenal, AR. Engineering Technician will serve as one of two Maintenance Planner estimator, and project analyst in the BOID Division,

Duties

Studies work requests to determine if sufficient information has been provided to initiate a reliable plan and estimate. Develops a detailed scope of work for projects to be accomplished by BOA. Serves as point of contact for asbestos abatement, removal, enclosure, and encapsulation Arsenal wide. Prepare specifications, scope of work, estimates, and asbestos handling permits for all Arsenal force abatement work. Makes field visits to visually inspect items, site, structure, equipment or production lines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify for the GS-09: Specialized Experience: One year of specialized experience which includes 1) making technical recommendations on the operation of survey instruments and equipment; 2) extracting data from standardized sources; and 3) Preparing specifications, scope of work, estimates, and asbestos handling permits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). To qualify for the GS-10: Specialized Experience: One year of specialized experience which includes 1) studying work requests to determine if sufficient information has been provided to initiate a reliable plan and estimate; 2) Developing data to be used for reference purposes or as a basis for computing estimates on future work requests covering work of a recurrent and repetitive nature; and 3) Making field visits to visually inspect items, site, structure, equipment or production lines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
