This position is located in the Farm Service Agency, Deputy Administrator for Field Operation, Louisiana State Office, Farm Loan Branch in Alexandria, Louisiana.
PLEASE NOTE: This is a full time, detail/temporary promotion opportunity. Initial action will be not to exceed one year but may be terminated earlier or extended as needed in compliance with policy.
Duties
Directs, oversees, evaluates and advises on the farm loan program administered through USDA Service Centers throughout the State.
Develops and recommends State policy and program implementation guidelines to clarify or further define national policy and procedures.
Has delegated loan approval authority and performs the full range of loan specialist duties.
Provides technical guidance; and fosters cooperation on program issues among government and private agencies throughout the State.
Requirements

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Return rights from temporary promotion or detail (current FPAC employees): (1) At the end of a temporary promotion or detail, the employee is either returned to his or her original position or to a position anywhere else in the agency with the same geographic location (as possible) and of a grade and pay rate equivalent to that from which originally selected and for which the employee is qualified. An employee cannot be laterally reassigned to a permanent position at the same grade as that of the temporary promotion or to a position with higher promotion potential than the position held prior to the temporary promotion.
Non-current FPAC Permanent Employee Applicants: You will be considered for a Temporary Position Not to Exceed 12 Months, your appointment may be extended up to a maximum of 5 years. This position may be made permanent without further competition to those candidates that have non-competitive status. Cannot guarantee return rights to previous position.
IAW 5 CFR 335.102 (f) (1) "The agency must give the employee advance written notice of the conditions of the time-limited promotion, including the time limit of the promotion; the reason for a time limit; the requirement for competition for promotion beyond 120 days, where applicable; and that the employee may be returned at any time to the position from which temporarily promoted, or to a different position of equivalent grade and pay".
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined.
For the GS-13 level: One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-12 grade level in the Federal service. Experience that demonstrates competence in agricultural loans; reviewing and passing upon applications for a wide and complex variety of agricultural operations or enterprises (i.e., single owner, partnerships, and corporations, etc.); servicing an agricultural loan portfolio of a bank or other loan association; or similar work. Experience that demonstrates broad and seasoned judgment in providing financial management guidance to agricultural borrowers; ascertaining and analyzing the many and often obscure facts regarding the borrowers financial capacity, and evaluating the general economic and financial conditions that affect the organization/governments risk in granting, guaranteeing, or insuring the loan. In addition, experience that demonstrates a comprehensive knowledge and understanding of the technicalities of farm financing and credit; farm operations, land use and value; production of various crops and livestock, and prices and markets in the farming area where loans are made and serviced.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the GS-12 grade level.
