Duties
Conduct quality assurance (QA) surveillance of complex multi-million dollar military facility and infrastructure construction projects.
Evaluate the adequacy of the contractor's Quality Control (QC) and safety programs.
Verify the contractor is in compliance with their accident prevention plan and associated safety documents, by making regular inspection visits commensurate with the activity level of work.
Monitor the Contractors schedule, performance, and ensure contractor quality control plan is followed including three-phase inspections.
Evaluate and report actual progress against the approved schedule in the QA daily report.
Coordinate with site representatives for contractor site access prior to site visit and documents issues and concerns in daily report.
Review and validate contractor daily reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a valid State driver's license in order to drive government vehicles to construction sites.
- This position has Temporary Duty (TDY) or business travel requirement of up to 40% of the time.
- Incumbent must have or be able to obtain and maintain a secret security clearance.
- Incumbent is required to submit an annual financial disclosure form OGE-450 by 30 October of each year.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) Interpreting construction contract requirements; AND 2) Surveying contractor work for compliance with the construction contract. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
