You will serve as a Contracting Specialist in the Contracting Department of NAVSUPFLCJ.
Duties
You will close out the contract or issues termination notices and review settlement proposals.
You will review requests for the procurement of complex equipment and/or services.
You will perform cost or price analysis, including review of cost breakdowns to determine reasonableness.
You will negotiate with potential contractors and award contracts within delegated contracting officer authority, or recommend awards to the contracting officer outside delegated authority.
Requirements

Qualifications
I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing Contract Specialist work. Specialized Experience must include the following: 1) Assisting contract administration offices in the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is finalized; 2) Preparing initial Navy position on protests from unsuccessful offers and renders or recommends a decision on claims arising under the contract; 3) Negotiating with potential contractors to award contracts within delegated contracting officer authority, or recommend awards to the contracting officer outside delegated authority; 4) Performing cost or price analysis, including review of cost breakdowns to determine reasonableness; 5) Planning and carrying out pre-award, post-award, price/cost analysis, and staff functions that contain a variety of complexities.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
