You will serve as a Lead Earned Value Management (EVM) Specialist in the Business Directorate of SUPERVISOR OF SHIPBUILDING BATH.
Duties
You will serve as a member of the Earned Value Management System (EVMS) team to train, assist, and provide on-site engagement on high visibility/customer interest EVMS functions.
You will apply comprehensive professional Earned Value Management (EVM) knowledge to conduct technical investigations into root causes of cost and schedule variances surfaced through EVMS.
You will routinely engage in evaluation of contractor processes, Earned Value (EV) system surveillance program audits, data collection and analysis, corrective action, and continuous improvement.
You will serve as the command expert for all system and technical matters relating to EVMS.
You will provide EVMS related technical assistance and formal training to all command and field activities.
You will serve as command consultant in addressing the integration of technical and EV performance.
You will participate in industry forms, formulate strategic application of EVMS, improve mission effectiveness and efficiency, increase customers' satisfaction, interface with NAVSEA Program Offices and process stakeholders.
You will represent SUPSHIP-Bath when presenting EVMS briefings to high levels including other federal agencies, executives of major corporations, and large professional organizations.
You will render technical decisions on review findings leading to determination of contractor's system compliance.
You will serve as key evaluator on Earned Value System validation and compliance reviews.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the Federal service or equivalent experience in the private or public sector evaluating a contractor's Earned Value Management System (EVMS) procedures, processes, performance, control systems, or operations to validate or assess compliance with established regulations.
