The primary purpose of this position is to provide and lead meteorological services directly supporting the President of the United States and staff. This includes performing a variety of functions involving the oversight and creation of flight weather forecasts and integrating new forecasting procedures.

Duties

Manage the Presidential Weather Support Unit which provides weather support to Air Force One, Presidential backup aircraft and HMX-1 Executive Flight Detachment helicopters during worldwide Presidential travel. Devise and maintain back up procedures for contingency operations. Organize, direct and review the work of all personnel working in the Presidential Weather Support Unit. Identify, evaluate and monitor significant weather developments, especially as they present potential impacts on critical flight operations. Supervise and appraise technician performance and advise weather flight commander of any technical requirements or deficiencies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 1341 series & Group Standard for Technical & MedicalSupport Positions SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-10 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Meteorological Technician. Specialized experience is experience which may have been gained while performing a variety of functions involving complex weather forecasting, observation, documentation, elaborate equipment or instrumentation such as long-range surveillance radar, exacting data collection requirements, research, or other areas of meteorology to observe and analyze weather elements or predict the effects of weather. OR EDUCATION: Three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Skill in using various computer software and applications used in meteorology. Ability to collect, analyze, interpret, adjust, and verify atmospheric or other meteorological data to confirm and improve its accuracy and effectiveness. Ability to observe atmospheric characteristics, ability to decode, plot and systematically record data within charts, diagrams, cross sections, etc. Ability to establish and maintain effective working relationships using tact and diplomacy in interacting with individuals and external customers; and make timely decisions and select a course of action under high stress conditions associated with severe weather and emergency situations. Ability to communicate effectively both orally and in writing to prepare and present guidance products, briefings, coordinate planning efforts, and manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT: Incumbent will participate in drug testing commensurate with Department of Defense (DoD) provisions and requirements for maintaining the security clearance and special access, and may be subject to national security or lifestyle polygraph examination, or other security surveillance methods.
