The primary purpose of this position is to apply basic practical Civil Engineering knowledge to in-house construction projects or portions of projects that include design, cost estimating, construction scheduling of assigned projects; to accomplish important engineering plans and design work associated with in-house construction projects.

Duties

Conducts on site survey and assessments for designing/planning in-house work orders. Performs Work Order processing and project management, design, and/or operations maintenance (O&M) functions. Responsible for all administrative actions related to on-going work order projects. Maintains work orders and project status in manual and/or automated tracking and programing systems. Inputs justification, scope and priority for each assigned work order project. Communication and training. Provides contact with commanders, organizational civil engineering representatives, facility managers, engineers, suppliers, and other customers of services provided by the Base Civil Engineer.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes reparing/reviewing project submittals for a variety of real property facilities planning projects, determining design criteria, putting together cost estimates and time schedules, preparing architect and engineer states of work, etc.; reviewing plans and specification prepared by architect-engineering firms, solving minor problems and promptly referring major problems to high grade engineers with recommendations; utilizing computers/computer software such as information management programs, cost estimating packages and project tracking programs to solve contract planning problems and facilitate work; and ensuring strict adherence to federal, state, and local codes concerning health, safety, and the environment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note: You must submit copies of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Creditable education will only be in excess of the first 60 semester hours of a course of study leading to a bachelor's degree which is creditable toward meeting the specialized experience requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. A broad, in depth practical knowledge of methods and techniques of engineering are architecture relating to Civil Engineering that involve a considerable number of different basic but established methods, procedures, and techniques, and familiarity with other disciplines. 2. Basic knowledge of civil engineering practices primarily in regards to structural and architectural phases of construction. 3. Basic knowledge of civil and construction standards, methods, practices, and techniques, materials, andequipment. 4. Practical knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 5. Ability to utilize precedent or but not make significant departures from previous approaches to similar projects to provide for the specialized requirements of some projects. 6. Ability to plan, conduct, and record site/facility surveys and inspections. 7. Ability to plan and organize work and coordinate with other engineering disciplines and architects as they relate to Mechanical Engineering. 8. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
