Duties

As a Historian/Archeologist, you will perform the following duties: Develops and manages sustainable partnerships for cultural resources preservation and stewardship. Communicates complex resources issues to a variety of stakeholders including State Historic Preservation Office (SHPO), tribes, other agencies, researchers, and the public. Identifies research needs and provides oversight for research projects. Coordinates the development of cultural resource baseline documentation for the park. Conducts historical research for planning documents, including special history studies, resource management plans, environmental impact statements, environmental assessments, and special resource studies as required to meet the needs of the park. Provides support for the museum collection program, makes plans and recommendations for programming priorities for museum functions.

Qualifications

All qualifications must be met by the closing date of this announcement-11/06/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. This is an interdisciplinary position which may be filled in any of the following occupational series: Historian - 0170 or Archeologist - 0193. You must meet one of the following basic qualification requirements below, for the Cultural Resources Program Manager, GS-0170/0193-11. If you do not meet these basic qualifications, you will be considered not qualified and will not receive consideration for this position. Basic Requirement for the Historian Series 0170: Degree: History; or related field that included at least 18 semester hours in history. You must include transcripts. Or Combination of education and experience: Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. You must include transcripts. Basic Requirement for the Archaeologist Series 0193: Education: A degree that included 3 semester hours each in the following course areas: 1) History of archaeology; 2) Archaeology of a major geographical area such as North America or Africa; 3) Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; 5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND six semester hours of related course work in: 1) geography, geology, or cultural geography; 2) history, historiography, or historical archaeology; 3) environmental studies; 4) scientific writing (nonfiction English composition); and/or 5) surveying; AND Archaeological field school. You must include transcripts. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). Or Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. You must include transcripts. Or Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. You must include hours per week worked. In addition to meeting one of the basic qualification requirements listed above, applicants must also have specialized experience and/or directly related education, as outlined below: Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes but is not limited to: evaluating and monitoring cultural resources, potential threats, and making recommendations to management regarding status and mitigation of environmental impacts; preparing archeological survey and excavation reports; collecting and analyzing historical data for professional research papers, studies, and plans. You must include hours worked. Or Education: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. Or Combination of Education and Experience: Successful completion of a combination of education and experience as described above. To combine education and experience, first divide the total months of qualifying experience by 12. Then divide the number of completed progressively higher-level graduate education (that are in excess of 36 semester hours) by 36. Add the two percentages together; the total percentage must equal at least 100 percent to qualify. You must include a copy of your transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
