THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (COMMAND ADMINISTRATIVE OFFICER) - TITLE 5, Position Description Number PDT0079000 and is part of the KY COA, National Guard.

Duties

As a PROGRAM MANAGER (COMMAND ADMINISTRATIVE OFFICER) - TITLE 5, GS-0340-15, you will manage and direct the administration, coordination, planning, development, execution, and supervision of all ARNG programs. Develop plans and determine KY ARNG program goals. Develop, implement, and communicate ARNG policies and priorities for subordinate units. Coordinate internal program activities with units and higher headquarters management officials. Direct the accomplishment of complex military training and operations. Analyze the structure of the organization to include military missions, manpower, equipment, and resources. Provide leadership support of full-time personnel programs. Delegate authority to subordinate supervisors to direct units and monitor employee assignments. Serve on Federal Recommendation, promotion, retention, and other special boards as needed. Confer with the Adjutant General, KY ARNG officers, commanders, and NGB Officials to ensure availability of adequate equipment, facilities, funds, and authorizations to accomplish federal and state missions. Serve as a liaison to active Army, reserve components, higher headquarters, and other agencies to ensure required missions and trainings are accomplished. Plan and direct special projects relating to reorganization, activation, and designation of military units. Make complex decisions regarding allocation of funds based on KY ARNG missions. Serve as Federal Program Budget Advisory Committee chairman and direct overall formulation and execution of ARNG budget. Represent KY ARNG in meetings with congressional officials, special interest groups, and media spokespersons concerning ARNG programs, activities, and requirements. Perform other duties as assigned. SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-13) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of of the National Guard organizational structures, functions, procedures, and missions. Experience which has provided knowledge of management principles, practices, methods, and techniques. Experience analyzing problems, identifying significant factors, gathering pertinent data, and recommending solutions. Experience analyzing, evaluating, and developing plans and policies. Experience applying analytical and evaluative techniques to issues concerning the efficiency and effectiveness of program operations carried out by administrative personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
