The Prosthetic Representative (Service Chief) is located in the Prosthetic and Sensory Aids Service at the Manchester VA Medical Center. This position is full-time at 40 hours per week.

Duties

The Chief of Prosthetic and Sensory Aids Service (PSAS) manages and supervises the PSAS program at the Manchester VA Medical Center. The Prosthetics Manager must possess appropriate knowledge and experience in the field and/or a strong educational background, including business, in a medical field (e.g. prosthetics, orthotics, physical therapy, occupational therapy, kinesiotherapy, nursing, etc.), public administration, health administration, or those in related courses of study. He/she must possess the ability to understand and apply procedures, regulations and laws; knowledge of procurement practices, knowledge of appropriations and obligations related to accounts; knowledge of general anatomy and medical terminology; knowledge of principles and practices of budget formulation and execution; ability to manage an inventory system; ability to advise clinicians on the selection, prescription and acquisition of a full-range of prosthetic devices; knowledge of research/investigative studies in prosthetic device development and implementation and participation in the award of prosthetic contracts. Duties include, but are not limited to: Formulates, presents, executes, and analyzes organizational budgets. Develops the annual specific-­purpose budget for Manchester VA Medical Center and submits it for review from the VISN 1 Prosthetics Manager and Health Systems Specialist. Evaluates financial trends and determines compliance with agency guidance. Executes the budget on a facility program level through coordination with the VISN 1 Prosthetics Service Line. Coordinates assigned budget segment and planning processes to inform upper management on key issues, to impact Agency processes and decision-making, or to plan the facility budget for the upcoming fiscal year. Gathers information for assigned programs and reviews budget formulations and workload analysis submissions. Monitors budget allocation and execution to ensure that operating program objectives are met. Performs in-­depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding. Monitors the use and rate of expenditure of budgeted funds in assigned areas through continuing dialogue with facility administrative and clinical staff, review of written documents, and examination of obligations and expense totals. Determines facility personnel requirements and controlling expenditures. Determines resource requirements and recommends resource allocations based on priorities and needs. Performs program cost analyses such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs. Assists with cost effectiveness studies by collecting data and making computations. Conducts cost-effectiveness studies for the program. Considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization, issues, constraints, impacts and concerns related to other organizational components. Leads cost effectiveness studies for operating administrative programs. Prepares reports and briefings on results of studies and is for the collection, interpretation, and analysis of quantitative and qualitative data relevant to programs being evaluated. Plans for future needs and development, implement both the medical facility's regulatory policies and procedures, maintain liaison with other medical services to obtain necessary support of prosthetic activities, and represents the prosthetic activity on medical facility committees. Serves as the authoritative source on all prosthetic matters and participates in, and provides technical advice with regard to significant planning and decision-making actions initiated within the facility. This requires extensive knowledge of the complex budget process. Establishes program goals, manages program resources (e.g. specific-purpose and general-purpose budgets, space, equipment, supplies, and personnel) and/or operates aspects of a Prosthetics and Sensory Aids Program. Responds to inquiries to explain new directives, performance measures, policies and strategic goals at the facility. Prepares specific instructions for ongoing operations and/or implements policies designated by higher-level personnel. Performs inventory and cost control. Provides advice on prosthetic program administrative matters. Qualifications

1. COVERAGE. This standard applies to all Prosthetic Representative positions in the Veterans Health Administration (VHA). Prosthetic Representatives perform the work of rendering prosthetic and sensory aids services to disabled patients. The work may include planning, developing, and directing a prosthetic and sensory aids program. The Prosthetic Representative works with Veterans, caregivers, vendors, and the clinical team to ensure the right devices, equipment, services, and benefits are matched with patient rehabilitative and medical needs. 2. DEFINITIONS a. Creditable Experience. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with Prosthetic Representative responsibilities. The experience is only creditable if documented in the application and verifiable through employment references and/or other means. Examples of qualifying experience include experience in a health care setting, and familiarity with home medical equipment, rehabilitation, home oxygen, visual or hearing impairment, assistive technology, orthotics, or prosthetics. b. Part-Time Experience. Part-time experience is creditable according to its relationship to the fulltime work week. For example, one week of full-time credit is equivalent to two weeks of part-time work. c. Specialty Services. These are services that are unique to more complex facilities and require indepth, specialized knowledge of the multiple disabilities that are associated with patients receiving medical and rehabilitative services in these specialty programs. The Prosthetic Representative needs to be aware of the different rehabilitative treatment goals and strategies that are unique to patients in these specialized programs and specific program requirements. These specialty services include, but are not limited to: (1) Prosthetic implants (biological and non-biological); (2) Blind Rehabilitation Center; (3) Orthotic and Prosthetic Laboratory; (4) Poly-Trauma Level I Center; (5) Spinal Cord Injury Center - injuries that disrupt movement, sensation, and function often, with paralysis can impact lower body, upper body, bowel and bladder; (6) Traumatic Brain Injury Center - injuries that frequently occur as part of the polytrauma spectrum in combination with other disabling conditions, such as amputations, burns, pain, fractures, auditory and visual impairments, post-traumatic stress disorder, and other mental health conditions; and (7) Driver Rehabilitation Program. 3. BASIC REQUIREMENTS a. Citizenship. Citizen of the United States. b. Experience and Education. Individual must meet at least one of the requirements below. (1) Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; or (2) Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; or (3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying. c. English Language Proficiency. Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: GS-13 Prosthetic Representative (Service Chief) (a) Experience. At least one year of experience equivalent to the GS-12 grade level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Knowledge of directives, handbooks, clinical practice guidelines, and regulations that apply to Prosthetic and Sensory Aids Service to resolve complex, controversial, or precedent-setting matters. 2. Ability to manage specialty prosthetic services. This includes the ability to provide specialty services based on the unique needs of the patient. 3. Skill and ability to effectively advise senior management officials. 4. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. 5. Ability to supervise/manage through subordinate supervisors the activities of prosthetic representatives that have diverse functions. 6. Ability to establish and monitor productivity standards and production and performance priorities. (c) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Service chiefs have full responsibility for managing and supervising all phases of Prosthetic and Sensory Aids Service operations. This is the highest level professional position, at the facility, with responsibility for the professional practice of all facility PSAS staff. Individuals at the GS-13 level are typically assigned as Chiefs at a complex facility that provide multiple specialty services and may manage more than one facility through subordinate supervisors. The chief has full management and supervisory responsibility for the PSAS program. Service Chiefs plan, develop, organize, direct, manage, control, implement and evaluate programs for the Service. They have overall responsibility to ensure proper coordination between care delivered by PSAS and the overall delivery of healthcare within the facility. They are responsible for all supervisory functions, including recruitment and hiring, administering employee leave requests and ensuring all requests for hiring, promotions, awards and disciplinary actions are justified and carried out according to appropriate VA Human Resources policies and procedures. The Chief is a member of the senior leadership team providing advice for integrated care programs for a diverse Veteran population with multiple diagnoses, and other needs. The Chief is involved in management planning to achieve medical center, VISN, and national goals. References: VA HANDBOOK 5005/94, PART II, APPENDIX G34, dated January 18, 2018 Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued sitting, with intermittent bending, pulling, and pushing. Movement between work areas within the health care system is expected. Lifting and carrying of objects up to 25 pounds may be required.
