THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL ASSAULT PREVENTION & RESPONSE COORDINATOR, PD# T0070000 and is part of the RI 143d Airlift Wing. Serves as the Wing Sexual Assault Prevention and Response Coordinator for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, Under the supervision of the Sexual Assault Prevention and Response Officer.

Duties

Serves as the Wing Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the Wing CDR. Advises and provides direction to Wing personnel regarding SAPR policy, guidance, requirements, and processes. Consults on and coordinates activities in other areas of human relation needing secondary prevention efforts. Regularly evaluates the Wing sexual assault climate, programs, response capabilities, core values, and training needs. Conducts and/or assists commanders with accomplishment of mandatory annual SAPR training, commanders/leaders/supervisors, and pre/post deployment training of their unit personnel in accordance with applicable guidance. Cultivates partnerships with civilian resources such as Veterans Affairs, Sexual Assault Nurse Examiner, local law enforcement, mental health, medical, and crisis centers, and state coalitions. IAW NGB SAPR Division Instructions informs and presents the Wing CDR and State SAPR PM with the health of the force data by identifying issues, status of program, areas needing improvement, case management, Wing climate, and other appropriate information. Serves as an alternate member on the Commander's Ready and Resilient Council (CR2C) or other equivalent council as requested. Performs other duties as assigned.

Requirements

  • To be considered for this Title 5 position in the Excepted Service, you must be a current Title 5 employee or Title 32 technician within the Rhode Island Air National Guard (RIANG).
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a Secret security clearance.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • As Essential Personnel the incumbent may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • Federal employment suitability as determined by a background investigation.

Qualifications

GENERAL EXPERIENCE: All on-board NG Title 5 Excepted Service employees assigned to Title 5 Excepted Service SAPR Program, must be certified at the next higher grade-level before being considered as eligible for merit promotions to Series GS-0101 SAPR Program positions; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant (to include an on-board Title 32 or a Title 5 Competitive Service employee who is employed in a different series' position) must have at least two years on-the-job experiences that are commensurate or equivalent to SAPR Program business, with demonstrated understanding of the principles and concepts defined by a practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas. SPECIALIZED EXPERIENCE: To qualify for the GS-0101-12 Wing SARC position, the applicant must have at least 24 months of military and/or civilian specialized working experiences, education, and training that resulted in competent and expert knowledge levels of the Wing SAPR program's principles and practices. Must have specialized experiences working with the Department of Defense (DOD) requirements, developing and managing prevention and support programs and activities for sexual assault; and other areas of interpersonal violence and victim needs. Skilled in performing consultant and coordinator duties that involved sexual assault prevention activities and training the Air Force core values (integrity, excellence and service before self) as related to human relations activities. Experienced in developing, planning, and publishing action plans, programs, guidelines, and budgets geared to the installation population and organization to address sexual assault prevention and response.

Education

You must complete the following education requirement to qualify for this position:

All Wing SARC, GS-0101-12 applicants must provide official transcripts from accredited universities or colleges.

Degree: Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelor's or higher degree that included a major field of behavioral study or social science study or a related study discipline. Must have completed three years of progressively higher-level graduate education leading to a PH.D. Degree or equivalent doctoral degree.

Combining Education and Experience: An appropriate combination of education and experience generally requires that an applicant possess a core of educational credit in behavioral study, social science study, or a related study discipline; plus, additional education and/or experience.
