You will serve as a CONTRACT SPECIALIST in the CONTRACTS DIRECTORATE of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will develop acquisition strategies with the customer, prepare acquisition documents, analyze and evaluate contractors' proposals, negotiate on behalf of the United States Government, and administer contracts through their lifecycle. You will examine and analyze complex cost proposals submitted by contractors in connection with initial proposals, contract changed associated with cost overruns, within scope changes, increases in scope, and requests for equitable adjustment. You will be responsible for crafting the contract/order award document and any subsequent modifications that are compliant with current federal and organizational policies. You will be responsible for all matters pertaining to the contract through the life of the contract. You will perform assignments for pre-award and post-award functions that are well-defined, using common contracting methods and contract types. You will work with the customer and other Program Office Support Team (POST) members, as appropriate, to lead the development of acquisition strategies of varying complexity for supplies and services actions.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following; Utilizing mastery of a wide variety of contracting methods and contract types sufficient to perform pre-award, post-award, and contract price and cost analysis. Working independently on applying federal contract/procurement laws, principles, policies, regulations and procedures to a wide-range of contracting methods and contract types. Establishing, negotiating, administering and evaluating a wide range of contracts to satisfy procurement requirements and solve a variety of contracting problems for various types of acquisition programs at different stages in the acquisition cycle. Working independently on acquisition planning, contracting price and cost analysis/cost accounting techniques; Utilizing negotiation techniques, price, contract specifications, delivery dates, incentives, other terms/condition, statutes, and regulations as they apply to procurement functions. Presenting and defending business arguments to reviewers, explaining proposals of varying complexity, and developing negotiating positions for goods and services. GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following; Assisting with a wide variety of contracting methods and contract types sufficient to perform pre-award, post-award, and contract price and cost analysis. Applying federal contract/procurement laws, principles, policies, regulations and procedures to a wide-range of contracting methods and contract types. Establishing, negotiating, administering and evaluating a wide range of contracts to satisfy procurement requirements and solve a variety of contracting problems for various types of acquisition programs at different stages in the acquisition cycle. Understanding and analyzing acquisition planning, contracting price and cost analysis/cost accounting techniques; Utilizing negotiation techniques, price, contract specifications, delivery dates, incentives, other terms/condition, statutes, and regulations as they apply to procurement functions. Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees

B. I am a current career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the simplified acquisition threshold (SAT) in an Executive Department on or before September 30, 2000.

C.I am a current active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000.

D.I am in the Contingency Contracting Force.
