Duties

As a Research Physical Scientist at the Coast Guard Research and Development Center (RDC), you will join a fast-paced, diverse, and collaborative group of scientists, engineers, IT specialists, and analysts in the Command, Control, Communications, Computers, Cyber and Intelligence (C5I) Branch. Assignments involve applying and modifying available technologies such as Radio Frequency Communications Systems, Electronic Navigation Systems, Software Defined Radios, Cyber Security Systems, Intelligence Systems, Command & Control systems, maritime domain awareness sensors, and Counter Uncrewed Systems capabilities. Focus is to produce prototypes that increase suitability, effectiveness, and security of C5I and C-UxS systems and can be transitioned to and sustained by operational Coast Guard units with available resources.

Qualifications

Qualifications: BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND Specialized Experience: To qualify for GS-12 position, you must have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the Federal service performing the following types of tasks on a regular and recurring basis: Applying specialized technical knowledge to recommend far reaching improvements to scientific evaluation, investigation, or review processes; Developing, reviewing, revising statements of work (SOW), Performance Work Statements (PWS), cost estimates, evaluation approaches and information technology authorizations for technical service contracts; Providing assistance in the planning, coordination, implementation, and evaluation of research programs. Perform comprehensive research studies for substantive program initiatives. OR Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. To qualify for GS-11 position, you must have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the Federal service performing the following types of tasks on a regular and recurring basis: Applying specialized technical knowledge to recommend far reaching improvements to scientific evaluation, investigation, or review processes; Developing, reviewing, revising statements of work (SOW), Performance Work Statements (PWS), cost estimates, evaluation approaches and information technology authorizations for technical service contracts; Providing assistance in the planning, coordination, implementation, and evaluation of research programs. Perform comprehensive research studies for substantive program initiatives. OR Education: Master's or equivalent graduate degree in a related physical science or another field that is directly related to this position National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
