This position is located in Surgical Service at the Albany NY VAMC. In this position, the incumbent provides a variety of complete administrative management services essential to the operation and direction of Surgical Service. Areas of responsibility include financial resources, personnel, property management, management analysis, administrative program management, data processing and reporting, timekeeping, procurement, and special assignment work.
Duties

Duties include but not limited to:
Provides direct assistance to Chief of Surgery and Surgery Administrative Officer.
Serves as representative in all matters involving the area's operation and management.
Performs all administrative functions as described below for Surgery service and maintains an environment that promotes quality patient care, personnel effectiveness, productivity, and efficient use of resources.
The incumbent provides assistance to all personnel within his/her program area and independently performs a variety of administrative and technical assignments.
Monitors and coordinates with authors of Surgical Service Memoranda and Standard Operating Procedures database to ensure all policies are current.
The incumbent coordinates the Tuition and Travel submissions.
The incumbent instructs and assists employees on the process of submitting requests for education and ensures adherence of the employee to applicable policies and procedures.
The incumbent quotes national regulations in providing physicians the guidelines for CME submissions and approvals. Serves as administrative liaison between this Surgical Service and Albany Medical Center for ACCME (Accreditation Council for Continuing Medical Education) section specialties. Incumbent is an Agent in Place for Field Accreditation.
Develops original CME applications, administers the approved CME programs, and provides guidance to support staff for theirrespective CME programs.
Studies, reviews, and monitors the program requirements and collaborates with physicians. Guides physicians with their requests for submission, providing approval of proposed submissions, and guidance where insufficient documentation exists. The incumbent may also receive requests to determine the number of individuals that are required to have ACLs and BLS and trend compliance.
Manages internal/external general requests for information and assistance; Control Point Clerk on specific control points; maintains department office environment and supplies; manages equipment inventory and ordering; provides and posts local training and educational opportunities; coordinates local VAMC training events.
Is a control point clerk, orders supplies and equipment through the warehouse or outside vendors.
Incumbent creates and reviews requests for 1358s for continuing medical education fee reimbursement and ensures requests correlate and comply with budgetary limits.
Creates GME program 1358's quarterly for salary reimbursements to academic affiliate for trainees' time and attendance for services performed throughout the Medical Center, not exclusively for Surgical Service.
Works closely with the GME office and academic affiliate to research and resolve discrepancies in payments.
Perform other assigned duties.
Work Schedule: Monday - Friday; 7:30am - 4:00pm

Physical Requirements: The work is mainly sedentary. However, there will be walking, standing, bending, and carrying and lifting of light items such as packages and books, generally of not more than 25 pounds.

English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position
In addition to meeting the English Language Proficiency, to qualify for this position at the GS-7 grade level, you must also meet the following Minimum Qualifications requirement.
Experience: One (1) year of specialized experience that equipped you the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 grade level in Federal Service. Specialized experience includes: Communicates with managers, supervisors, colleagues and staff within the organization. Is knowledgeable of his/her area's of operation and management. Knowledgeable in computer programs as it pertains to the employee's current duties and responsibilities. There is no educational substitution for the GS-7 level.
