This National Guard position is for a PROCUREMENT COORDINATOR (TITLE 5), Position Description Number NGT0052000/NGT0051000 and is part of the TN ARMY Army National Guard.

Duties
As a PROCURMENT COORDINATER (SYSTEMS), GS-1101-09, you will serve as functional systems administrator for the supported acquisition organization(s)' access to Federal, DoD, and Army procurement business systems, which requires knowledge of procurement policies and procedures. Communicate/assist customers, contracting and acquisition personnel, and others with announcements, routine troubleshooting issues/questions with procurement business systems. Attend trainings and meetings, surveys supported acquisition team activities to gather data and responds to higher agency requests as required. Research acquisition policy or procedures with emphasis on e-Business. Perform other duties as assigned.
As a PROCUREMENT COORDINATOR (SYSTEMS), GS-1101-11, you will serve as functional systems administrator the supported contracting organization(s)' access to Federal, DoD, and Army/Air procurement business systems, which require knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Supplement (AFARS), National Guard Bureau (NGB) policy and other acquisition statutes, regulations, directives, and procedures. Communicate and assist customers, contracting and acquisition personnel, and others with announcements, troubleshooting issues/questions with procurement business systems. Attend trainings and meetings, surveys supported acquisition team activities to gather data and responds to higher agency request as required. Research and analyze acquisition policy or procedures with emphasis on e-Business. Perform other duties as assigned.
Requirements
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- May be required to travel by military or commercial aircraft in the performance of TOY assignments.
Qualifications
GENERAL EXPERIENCE: Must have experience analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Experience to plan and organize workflow; administrative or clerical experience, education or training which demonstrate the ability to perform the duties of a procurement coordinator. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE GS09: Must have 24 months experience or at least one year of specialized experience at the next lowest level. Experience discussing policy and providing guidance to contracting personnel. Experience to analyze and implement changes promulgated by Federal Acquisition Regulations. Ability to independently accomplish of a variety of duties relative to automated data processing. Experience examining, analyzing, and interpreting data. Experience in which requirements must be met and ability to determine in what way they are accomplished.
SPECIALIZED EXPERIENCE GS11: Must have 36 months experience or at least one year of specialized experience at the next lowest level. Experience to plan, initiate and oversee ongoing actions and coordinating with other offices. Experience in judgement, initiative, and resourcefulness to interpret and identify those aspects of broadly stated regulations and laws. Experience applying federal procurement laws, agency contracting regulations directions and instructions. Experience developing and implementing contracting documents with such complexities as new or unique projects, changes in procedures, adapting and restructuring existing contracts.
Education
Substitution of Education for Specialized Experience:
Graduate Education: Major study - in fields closely related to the position may be qualifying at the GS-09 to GS-11 level. Use the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions for applicable use of Graduate Education
