THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0185-12 SOCIAL WORKER (TITLE 5), Position Description Number T59128P1 in FAC 521600 and is part of the MO 139th Airlift Wing.
APPOINTMENT FACTORS: This is a Title 5 Permanent Excepted Service position. This is a non-bargaining position.
Duties
Provides strategic planning and leadership to implement a comprehensive psychological health strategic plan.
Assists leadership in understanding the interface between psychological health and operational readiness
Develops and helps leadership apply psychological health solutions to functional/operational problems.
Consults with leadership on coaching and change management. Conducts annual training for unit leadership on psychological health issues.
Coordinates substantial findings and possible effects of outreach efforts with key leaders to ensure they remain current on issues related to the program.
Provides psych educational presentations tailored to the needs of the unit, to include leadership-specific training.
Educates leadership on how to recognize and assist individuals experiencing psychological health conditions.
Following a suicide, serves as the subject matter expert and assists in gathering and submitting DOD Suicide Event Report (DODSER) information in a timely fashion.
Assists installation in identifying trends and issues that further research and assist in prevention of copycat and/or future suicides.
Provides consultation to the Sexual Assault Response Coordinator (SARC) and partner with them as a referral resource and psychological health subject matter expert in serving members.
Provides the appropriate level and timeliness of response to traumatic or potentially traumatic events, usually as part of a team.
Collects, analyzes and reports installation psychological health data to high headquarters as necessary.
Serves as Master Resiliency Trained (MRT) facilitator.
Conducts assessments, routine and crisis evaluations, psycho-diagnostic assessments, provides short-term, evidence-based problem resolution strategies and services.
Provides on-site and telephonic access to psychological health assessments and individual consultation to facilitate coordination of clinical, counseling, and other services promoting the psychological health of individuals and their families.
Applies professional knowledge of the principles, theories, procedures, and practices of social work to conduct needs assessments and/or intake evaluations on a limited but routine and emergency basis in accordance with applicable guidelines.
Conducts comprehensive psycho-diagnostic evaluations to help clients resolve problems and to address more complex (interrelated bio psychosocial) diagnostic issues.
Accomplishes clinical intake interviews with clients, to include family history, biopsychosocial history, developmental and health histories, and presenting problems together with any relevant secondary information.
Performs risk assessments and determines degrees of danger posed by patients.
Performs other duties as assigned.
Requirements
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- A Master's in Social Work from an institution accredited by the Council on Social Work Education is required. Substitute
degrees will not be accepted.
- Must possess a current, unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S Virgin Islands.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state
emergency or disaster declaration.
- This designation of Essential Personnel will not exceed 14 calendar days per year unless otherwise approved in advance by
The Adjutant General.
- Incumbent may share on-call duty during weeknights and/or weekends on a rotational basis as required consistent with other mental health professionals of the same specialty performing like duties.
- Must be able to obtain and maintain the appropriate security clearance.
Qualifications
GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that indicates your ability to provide operational leadership consultation, direct client services, community capacity building, preventive, remedial, and support services aimed at improving and sustaining the psychological health of military members and their families. The specialized experience must also demonstrate your ability to provide consultation to operational leadership on psychological health issues; performing clinical and administrative duties with regards to outreach, education, and prevention, needs-based and psychological assessments, diagnosis, and short- term problem resolution; conducting routine and crisis evaluations, psycho-diagnostic assessments, and evidence-based problem resolution strategies and services; preparing written evaluation reports; clinical intake interviews with clients to include social assessments; performing fitness for duty assessments; and developing prevention and community outreach and education programs. Must possess a minimum of two years within the past five years in the independent practice of clinical social work.
Must possess a current, unrestricted license to practice clinical social work independently in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands.
Education
BASIC REQUIREMENT: To meet this basic requirement for this position, you MUST possess a master's degree, or higher doctorate degree, in social work from a school accredited by the Council on Social Work Education.
