Duties

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Review, analyze and evaluate requests for records and other documents to determine applicability and implementation of the Freedom of Information Act (FOIA). Independently ensures FOIA correspondence and communications are prepared and conducted in accordance with DOI policy and guidance. Manages and Monitors FOIA Records, Data & FOIA Processing. Assists government attorneys and bureau executive management in the preparation of the Department's defense in litigation.

Requirements

  • Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
  • May be required to successfully complete a probationary period
  • Suitable for Federal employment, determined by a background investigation

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Experience planning, developing, analyzing, evaluating, and administering an agency's FOIA program, to include policy and training development; utilizing knowledge of FOIA laws, rules and regulations to process records under the FOIA and provide general guidance to managers and organization points-of contacts in interpreting regulations orders and policies; experience tracking and monitoring data to identify trends and ensure assigned program activities are accomplished within established time frames; gathering and analyzing data to produce reports for use by targeted audiences; Experience applying knowledge of management analysis, to include using analytical techniques such as process improvement, work measurement, flowcharting of work procedures and graphing; and communicating through presentation and in writing; Experience in utilizing a FOIA tracking system to monitor work performance and process FOIA request; Experience establishing and maintaining effective working relationships with customers internal and external to the organization. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
