You will serve as the Administrative Services Manager with Surgical services at VA Puget Sound Health Care System in Seattle, Washington. Previous experience in healthcare environment, healthcare management, or healthcare administration is preferred.
Duties
You will evaluate and monitor administrative activities and makes recommendations for improvements.
You will assist managers and supervisors by keeping them informed of organizational updates and program changes impacting their program.
You will be responsible for all required human resource actions.
You will initiate recruitment actions for all positions in the section assigned.
You will prepare requests for recruitment and submit them to the Recruitment Review Board (RRB), develop KSA's, crediting plans, and follows PBI interviewing techniques to ensure the positions are filled with the best candidates.
You will serve as a PIV card sponsor for the ID badging process.
You will manage the flow of documents required for the credentialing and privileging.
You will submit Compensation Panel Action forms for physicians, dentists, podiatrists, optometrists including preparing and submitting requests for recruitment and retention incentives and seek special salary rates when salaries are no longer competitive.
You will develop and update position descriptions and functional statements for the section's staff and track authorized positions and propose updates to the section's organization chart.
You will provide guidance to the Section Chief regarding employee labor relations requirements such as performance appraisal/proficiency evaluation requirements, competency assessments, disciplinary/adverse actions, staff training, and awards programs.
You will perform other duties as assigned.
Work Schedule: Monday-Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/27/2023.
Previous experience in healthcare environment, healthcare management, or healthcare administration is preferred.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-09 grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the GS-09 level or pay band in the Federal service. Specialized experience needed includes performing the following duties: evaluate and monitor administrative activities, make recommendations for improvement, and leadership with updates to program changes; prepare and submit personnel, budget, and compensation panel action; supervise, evaluate, and plan work for clerical staff. OR,
EDUCATION (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher-level graduate education leading to such a degree, or, LL.M., that is related to knowledge, skills, and abilities of the position being filled. COMBINATION: EXPERIENCE AND EDUCATION: (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have some specialized experience equivalent to the GS-9 grade level but less than one year, and I have more than two years, but less than three years of graduate education. I have computed the percentage of these requirements that I meet, and the total is at least 100% for the GS-11 grade level. NOTE: Transcripts must be submitted with application. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as some walking, standing, bending, or carrying of light items.
Work Conditions: The incumbent typically performs work in an office setting that is adequately lighted and climate controlled; however, regular trips to patient treatment areas and exam rooms are essential. The position requires travel between divisions of the VA Puget Sound Health Care System including the Community Based Outpatient Clinics and may require occasional overnight travel to meetings/conferences/training sessions.
