This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a lead negotiator on the negotiating team of all Architect-Engineering and professional service contracts and contract modifications for US Army Corps of Engineers in Wilmington, NC.
Duties
Furnish guidance and assist contract managers in conducting negotiations, analyzing reasonableness of proposed charges, and preparing pre-award documentation.
Provide technical advice and guidance to Project Delivery teams and District Leadership in planning for the use of and administration of service contracts.
Serve as a lead negotiator on the negotiating team for all Architect-Engineer and professional service contracts and contract modifications.
Apply engineering concepts, principles, and practices applicable to the full range of planning, design, and construction of military and civil works projects.
Negotiate contracts for professional services including projects for navigation, flood control, hurricane flood protection, beach nourishment, vertical construction design, and horizontal construction design.

Specialized Experience: One year of specialized experience which includes: Skills in contract administration and use of negotiation strategies/techniques; ability to prepare contract Pre/Post award documentation and negotiate with contractors for fair and reasonable time and price. Ability to negotiated contracts for professional services including projects for navigation, flood control, hurricane flood protection, beach nourishment, vertical construction design, and horizontal construction design. Professional knowledge of and skill in applying, engineering concepts, principles, and practices applicable to the full range of planning, design, and construction of military and civil works projects. Ability to use Cost Engineering to coordinate, integrate and review cost estimates for construction of military and civil works project.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
