The primary purpose of this position is to serve as an entry-level in the Facilities Management Service. The incumbent is given a variety of developmental assignments in order to broaden skills and provide experience for progressively more complex assignments. The incumbent continues to gain experience and to develop their knowledge
Duties
Helps procurement, purchasing, budgeting, and financial management
Assists the acting Assistant Contracting Officer Representative (ACOR) on multiple facilities contracts
Assist in the management for purchasing, reconciling, and payment of all micro-purchases with service line
Assists others in the responsibility for a range of activities necessary to maintain and enhance the quality and efficiency of the Facilities financial management program
Obtains detailed spending plans and aids in the processing of actions based on available funds
Helping with observations and recommendations based on the unique needs of each project
Helps monitor the financial status of projects
Assist with monitoring trends in spending and reports significant issues to the leadership team.
Performs other duties as assigned

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-6 position you must have served 52 weeks at the GS-5.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience:
GS-06: You must have one full year of specialized experience equivalent to at least the next lower grade GS-05 in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Procurement Technician. Examples of specialized experience would typically include, but are not limited to: Assisting with performing technical and administrative contracting support by updating, maintaining, and verifying contract documents. Aiding with resolving routine or reoccurring contract content, formatting issues, and discrepancies to support contract close out actions. Assisting with inputting data to an automated procurement database to compile and extract data for statistical reports. Assisting with communicating with customers/contractors to discuss and attempt to resolve contract terms. NOTE: Experience must be clearly indicated in your resume to receive credit for such experience and must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
GS-07: You must have one full year of specialized experience equivalent to at least the next lower grade GS-06 in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Procurement Technician. Examples of specialized experience would typically include, but are not limited to: skill in organizing data and files using Microsoft Office and other associated software, knowledge of VA accounting, budget and/or other financial management regulations, policies and standard procedures, knowledge of the purpose, authority, background, scope, and goals, and program standards for facilities management in VHA.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in nature. There are no special physical requirements.
