The Bay Pines VA Healthcare System (BPVAHCS) Fisher House Assistant manager is responsible for on-site management, planning, operation, and administrative coordination of the Fisher House program in collaboration with the Fisher House manager. The Fisher House is for families (or accompanying individual) of Veterans or active-duty military personnel who are receiving care (inpatient or extended outpatient) at the BPVAMC or in accordance with the Veterans Health Administration.

Duties

Specialized Duties in Personnel Management and Administration. Incumbent will assist with Data Collection and Tracking Support, will perform work involving the collection, entry, compilation and/or tracking of data and statistical information in support of the Fisher House Program Incumbent will assist with financial and managerial processes involved with the Fisher House Program. Incumbent participates in managing the development, execution, review and analysis of the long and short-range Fisher House Budget. Collaborate with a variety of employees from various programs and work groups both within and outside the Service to carry our primary responsibilities. Communicate effectively, orally and in writing, with employees at all levels of the Healthcare System to support the Fisher House Program. Serves as Contracting Officer Representative for all contracts relating to the Fisher House. The incumbent will work with management on bids and contracts requests for refurbishment budget to ensure optimum appearance within the Fisher House Must meet the needs of customers (internal and external) while supporting the Medical Center and service missions. Handles conflicts and problems in dealing with the customer constructively and appropriately. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Sunday, Monday, Tuesday, Wednesday, Friday 2:00pm to 10:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: timekeeping experience, ADPAC experience, record management designee. Must have a working concept of fiscal procedures including budget policies, travel, general post funds and control point interactions. Knowledge of basic computer use including WORD, excel, PowerPoint, databases, and specific VA applications, such as VISTA, IPPS and CPRS, excellent communication and customer service skills are required. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: participates in the development, establishment, and implementation of operational policies related to the eligibility, admission, length of stay, behavior standards for guests, cleanliness, and sate of report of the facility; participates in managing the development, execution, review, and analysis of long and short-range budgets; prepare and plan various programs and activities in support of guests (i.e. luncheons, holiday gifts, etc.); assessment of eligibility, and response to referring source via replies and updates through CPRS; maintains the database to ensure accuracy of currently lodged guests, upcoming departures and needs for extension, cancellations and re-bookings, daily room availability, and all projected lodging needs. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The duties and responsibilities of the position require mobility between various floors and room within the Fisher House and various other buildings at the medical center. Average physical ability, dexterity, and strength are needed for this position. This includes preparation for the work is sedentary, the employee will be walking, standing, bending, climbing stairs and carrying some light items (under 50 pounds) such as moving/lifting of equipment, assisting guests with their luggage, and carrying boxes of donated items. Work may also involve driving a golf cart for the purpose of transporting Veterans and guests and delivering materials to and form the medical center. Trips into the community to attend meeting in support of Fisher House will be required.
