The incumbent serves as the integrator that coordinates the business process and software functions, provides continuous business oversite for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.
Duties
This job opportunity announcement (JOA) will be used to fill one (1) full-time and permanent Program Specialist vacancy at the James H. Quillen VA Medical Center (VAMC), with Business Office Service. The Program Specialist works under the direct supervision of the Business Office Supervisor.
The purpose of the work is to assess the productivity, effectiveness, efficiency, and compliance of facility program and to develop systems to improve the performance of the work. Work involves predicting the attainment of program or organizational goals and objectives. The incumbent has in integral role in identifying performance opportunities; for collecting, analyzing, and reporting performance data; for preparing reports and graphic interpretation of data using TQI tools and statistical process control; and for initiating, training, and facilitation improvement.
Duties include, but are not limited to:
Coordinating ongoing data collection and performs analysis to determine optimal organizational performance.
Develops initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner.
Designs and develops dissemination and training materials, local standard operation procedures (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of Business Office programs through on-site education and training.
Organizes, complies, summarizes, and analyzes the data collected and develops reports which reflect the scope of activities and identifies trends and opportunities for improvement.
Serves as the functional "expert" for matters relating to the Patient Information Management System (PIMS) core package.
Work Schedule: Monday - Friday, 07:30 a.m. to 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade..
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of health care systems and delivery systems, management principles, practices, methods and techniques, and must possess skills in integrating management services with general management of the organization.
Extensive knowledge of Veterans Integrated Systems Technology Architecture (Vista) packages that support the business process is needed to ensure the success of this integration.
Applies knowledge and abilities to analyze, evaluate and make recommendations on major aspects of all assigned VISTA and commercial off the shelf computer packages.
Knowledge of the service software is required in training employees, identifying inconsistencies, discussions with management of capabilities of computer software feasibly toward meeting their objectives, validating new programs and options, recommending changes in existing programs and modifying current programs of other services.
Knowledge of appropriate VA policies, VA directives, operating procedures, information flow and of prevailing automated practices in government agencies and the private sector sufficient to ensure applications are consistent with the current and planned infrastructure and date environments currently used at the supported VAMC.
Must have knowledge and understanding of the service programs, business/workflow processes, as well as the mission and goals of the medical centers health care delivery system.

Applicants may substitute education that is directly rated to the occupation for the required experience. To qualify based on education for this grade level you must have at least a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such degree; or LL.M, if related in an accredited college or university that demonstrates the knowledge, skills and abilities necessary to do the work of this position and that is typically in or related to the position to be filled (TRANSCRIPTS REQUIRED).

Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. Some physical effort such as standing, walking, bending or prolonged sitting maybe required.
