You will serve as a SUPERVISORY ELECTRICAL ENGINEER in the Planning, Design, and Construction Directorate of NAV FACILITIES ENGINEERING COMMAND SE.
NAVFAC is currently undergoing a reorganization and this position may be realigned to a new organizational structure
within NAVFAC once finalized. The planned reorganization will not change the role of this position.
Duties
You will negotiate design modifications with representatives to ensure operational agreements satisfy the interests of facilities programs and projects.
You will assign work assignments and schedules to design /project management staff members to ensure work is completed based on priorities and capabilities of the employees.
You will monitor large-scale electrical engineering projects for compliance with applicable objectives, standards, and requirements.
You will prepare the electrical project scope and cost estimates for fees associated with design and construction requirements.
You will evaluate technical data (e.g., materials, equipment, shop drawings, proposals for contract modification) to recommend approval or rejection of submission or proposals.
You will provide leadership and technical oversight / guidance to the Electrical Engineering Community of NAVFAC SE.
You will hire, train, and develop the technical staff assigned.

Qualifications
Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Applying advanced engineering theories, concepts, principles and practices to provide innovative recommendations in electrical engineering; 2)Performing complex calculations-using computer software or hand-calculations-for design and analysis of electrical systems (for example, lighting illuminance, voltage drop, etc.) and equipment and for production and preparation of electrical studies (such as, load-flow, fault, load demand, load level forecasts, etc.) and engineering reports;; 3) Analyzing and evaluating electrical systems and equipment (for example, sizing MV power transformers, utility substation bus sizing, conductor sizing, raceway sizing, etc.) in support of construction and in comparing design alternatives with respect to efficiency, energy savings, constructability, future expandability, and costs; 4) Assisting in the preparation of contract specifications, cost estimates, and bills of material for electrical projects; and 5) Evaluating performance of subordinates to ensure timely performance of work and quality of work; and 6) Preparing field surveys documenting existing electrical systems and existing site conditions

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
