This position with the Fiscal Service in the Eastern Oklahoma VA Healthcare System (EOVAHCS) is
located at the Jack C. Montgomery VA Medical Center in Muskogee, OK, and reports to the
Accounting Supervisor. This position supports Accounting in its mission to properly and efficiently record financial obligations and expenditures in a timely manner, ensuring the EOVAHCS has the resources needed
for treating patients.
Duties
Duties include but are not limited to:
Maintaining general ledger and subsidiary accounts; reviewing documents authorizing payments; review of costing, coding, input and maintenance of financial data in automated financial systems
The Accounting Technician employs Integrated Funds Control Accounting & Procurement (IFCAP) to liquidate payments on obligations; obligation balances in Financial Management System (FMS); IFCAP reconciliation; researching and resolving imbalances
Incumbent monitors, logs, and analyzes daily payments for various services, ensuring they are allocated to the correct PO in FMS and IFCAP, making corrections as needed
Incumbent works with Compensated Work Therapy to prepare and process the biweekly payroll for their employees
Accounting Technician is the liaison with the Business Office for beneficiary travel and non-VA service payments
Accounting Technician compiles weekly reports of outstanding invoices and distributes them to the Accountants
The Accounting Technician retrieves the daily and weekly reports of rejects from the Financial
Content Management (FCM) system and distributes them to Fiscal personnel
Accounting Technician inputs veteran vendor information into the Automated Vendorizing Input System (AVIS) daily; initiates enrollment of veterans in Direct Express as needed
Accounting Technician retrieves daily receiving reports from Logistics and processes them in
IFCAP
Incumbent is a secondary back-up to the Agent Cashier, performing Agent Cashier duties in the absence of the principal Agent Cashier; duties include receiving and recording various
payments
Incumbent is a back-up to the Fiscal Timekeeper, performing Timekeeper duties in the absence of the primary Timekeeper
Work Schedule: Monday - Friday; 8:00 am - 4:30 pm
Telework: Regularly Teleworks 3+ days per pay period

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: To qualify for this Accounting Technician, GS-0525-07, you must have one year of specialized experience equivalent to at least the next lower grade, GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing clerical, assistant, or technician level work in support of a budget, accounting, auditing, fiscal and financial management function; performs budget administration support, financial systems support, cash processing, and accounting technician work. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Physical Requirements and Work Environment: This position performs sedentary office work on a computer. This position is located in an offsite office building comprised mostly of cubicles. It is a quiet
environment.
