Duties

Provides technical direction to lower level agents in establishing plans for the execution of extremely complex and sensitive investigations of alleged or suspected violations of criminal laws, with particular emphasis on financial crimes that involve fraud, waste, and abuse within SBA programs. Confers with and supports the SAC, and/or Assistant Inspector General for Investigations (AlGI), in the planning and developing of investigative policies, programs, standards, requirements, methods, procedures, precedents and techniques. Provides day-to-day technical advice to subordinate employees on review/approval of various memoranda and reports of investigation, makes workload determinations, ensures case files are properly updated and documented, confirms case work meets evidentiary standards, and assists in the use/application of various investigative techniques and overall case planning and strategy. Advises agency officials on investigations and/or reports, either independently or, with the SAC and/or AIGI. Supervises and coordinates administrative functions such as analysis of allegations received review of reports, time and attendance reports, schedule of work, review of travel requests/vouchers and work accomplishments. Identifies training needs for staff and evaluate performance.

Requirements

  • You must successfully complete a background investigation. Candidates who do not complete the required background investigation paperwork by the pre-determined due date, will be disqualified.
  • You may be required to serve a one-year supervisory probationary period.
  • Applicant is required to meet the medical requirements of the position.

  • Must qualify with and carry a firearm.
  • Candidates who are determined to be qualified for this position, must complete an additional online assessment through Talent Plus. You must complete the Talent Plus Assessment within 48 business hours of being sent the email notification.
  • You must be a graduate of the Federal Law Enforcement Training Center's (FLETC) Criminal Investigator Training Program (CITP) or other federal equivalent, OR agree to attend and successfully complete CITP in Glynco, GA.

Qualifications

SPECIALIZED EXPERIENCE STATEMENT: GS-14: You must demonstrate one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service that is directly in, or related to, the work of the position to be filled. Specialized experience for this position is defined as: independently initiating investigations from informant tips or leads; developing evidence by interviews, documentary searches, surveillance, etc.; establishing interrelationships of facts or evidence; investigating sensitive, controversial subjects; participating on multi-agency taskforce and performing dangerous and extensive undercover and surveillance work. MEDICAL REQUIREMENT: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. It is available for your review on OPM's Qualifications web site. This position is covered under the special retirement provision for Law Enforcement Officer and Firefighter. Therefore, the maximum age for initial appointment to the 1811 series is the date immediately preceding an individual's 37th birthday. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special CSRS or FERS retirement provisions, including early retirement. If you have reached the mandatory retirement age of 57, you are not eligible to apply to this vacancy. Applicants are obligated to abide by the Lautenberg Amendment which requires applicants to disclosed whether they have ever been convicted of a misdemeanor crime of domestic violence within the meaning of the statute. If convicted, you will be ineligible to occupy this position unless you received a pardon or your conviction was expunged or set aside. TIME-IN-GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in grade (TIG) requirements with 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/03/2023 of this vacancy announcement.
