This position is located in the Department of Homeland Security, U. S. Coast Guard, Comptroller and Personnel Support Division, Training Center Yorktown, VA.
Duties
The incumbent for this position will serve as a Management Analyst responsible for managing base resources. The primary functions of the position are to: (1) conduct staffing analyses and coordinate military and civilian billet-related resource management processes, (2) serve as Training Center Yorktown Civilian Resource Coordinator (CRC), and (3) provide administrative support to the Chief, Comptroller and Personnel Support Division.

- The incumbent must be able to obtain and maintain a SECRET clearance.
- Air, rail, and/or automobile travel may be required.
Qualifications
GS-09: Applicants must have one year of specialized experience equivalent to the GS-07 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include accessing program analysis information from multiple databases, using an automated accounting system to validate data, conducting interviews with others to discuss standard operating procedures, clarifying records and assisting with developing guidelines and procedures to implement an awards program.
OR at least one of the following if using education to qualify at this grade level:(A) a master's or equivalent graduate degree.OR(B) 2 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.OR(C) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include designing studies to identify staffing resources/information gaps and inform human resource allocation activities, delivering existing training and developing new programs to enhance career development, conducting interviews, developing guidelines and procedures for civilian awards program, and conducting oral briefings presenting analysis results and recommendations.
OR at least one of the following if using education to qualify at this grade level:(A) a Ph.D. or equivalent doctoral degree.OR(B) 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.OR(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. You will receive credit for all qualifying experience, including volunteer experience.
