This position is located at the Louis A. Johnson VA Medical Center and associate Community Based Outpatient Clinics and Mobile Health Unit in Clarksburg, WV. The primary purpose of this position is to provide oversight and administrative support for the Social Work Service Line and perform all administrative functions that include business operations, human resource management, budget and finance, management and program analysis.
Duties

Duties include, but are not limited to, the following:
Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas;
Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work;
Evaluates work performance of subordinates;
Interviews candidates for subordinate positions, recommends appointments, promotions, and reassignments;
Hears and resolves complaints, refers group grievances and serious, unresolved complaints to a higher level;
Evaluates the performance of direct reports and initiates appropriate action, to reward, guide, or provide counsel;
Participates in the development and implementation of both long and short-term policies and plans for the health care delivery system;
Performs budget execution functions to ensure that expenditures are consistent with budget formulation;
Serves as subject matter expert to clinic teams/staff/leadership regarding clinic management data analysis, operations management, continuous improvement, and advanced access strategies;
Oversees the consult management process;
Identifies problem areas and conducts studies related space, manpower utilization and equipment utilization;
Performs other duties as assigned
Work Schedule: Monday-Friday; 8:00am-4:30pm

Qualifications
To qualify for this position at the GS-11 grade level, you must meet one of the following requirements:
SPECIALIZED EXPERIENCE: One full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is performing administrative, analytical, and evaluation work related to program operations; collaborating with program managers to ensure integrated goals and priorities are met; exercising human resource responsibility by initiating requests for recruitment, interviewing and selecting employees; and evaluating employee performance, approving leave requests, and initiating disciplinary action when warranted. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED)
COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience that may be used to meet total experience requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED)

Physical Requirements: Work requires extensive walking to meet with the VAMC Pentad, Clinic Leads, Administrative Leads, clinical staff, and other Medical Center personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately-owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
