About the Position: This is a Program Manager, GS-0340-15 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Planning, Programs & Project Management Division.
Duties
Serve as the Deputy District Engineer for (Planning) Programs and Project Management (DPM) and Chief of the Planning, Programs and Project Management Division, and is the senior civilian with authority second only to the District Commander.
Responsible for the vertical and horizontal integration of all projects and programs and is charged with delivering them in line with the USACE business processes.
Responsible for program execution, to include the approval of project baselines, change control thresholds, communication strategies, and coordinating changes with the Programs’ vertical team.
Provide continuity of corporate leadership in the assessment and development of programmatic mission and work requirements and in the establishment of corporate programs, plans, goals, and objectives.
Serve as proxy to the District Commander, is the only other individual who is authorized to either accept or reject work in the District.
Responsible for acceptance of organizational risk, and is the final source of resolution for disagreements on issues that are legal, ethical and moral.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must be able to obtain and maintain a determination of eligibility for a Critical Sensitive with Top Secret access security clearance for the duration of employment in this position.
- This is a mandatory drug Testing Designated Position (TDP), in accordance with ER 690-1-1218, USACE Civilian Drug Free Workplace Program, dated 30 June 2021. Participation in the Mandatory Drug Testing Program is required.
- This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has been designated "Mission Essential". In the event of any emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time.
- Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) Directing the activities within an organization regarding program and project management. AND 2) Establishing project objectives to meet expectations in timeliness, cost and quality. AND 3) Integrating the resource requirements for program management and execution. 4) Resolving unusually complex problems, and adjusts initiatives and priorities as needed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
