This position is located on a Forest Service unit with responsibility for accomplishing a variety of support services including but not limited to the following: procurement of administrative supplies and equipment, tracking budget expenses, personnel processing, printing and mail service, space management, records and correspondence management.

Duties
Advise unit personnel on applicable laws, regulations, directives, and policies to accomplish administrative tasks relating to acquisitions, payroll, human resources, agreements, travel, facilities, safety, security, and other related issues.
Assist with coordination of clerical and administrative functions to ensure management priorities.
Provide services to include budget, travel, procurement, property management, records management, liaison, training, and clerical services to support unit (or management).
Utilize automated systems to initiate personnel requests, annual performance ratings, local recruitment efforts, and new employee orientation to support unit (or management).
Monitor and advise supervisors of cyclical employee human resource actions for employee welfare and assurance of required actions.
Perform automated records management with attention to data and record regulatory compliance.
Utilize computer's software package to prepare reports, graphics, spreadsheets, database queries, charts, interoffice mail, etc., to complete assigned work tasks.
Handle the receipt, reading, routing, control, and dispatch of incoming correspondence; including mail, cables, faxes, plus routine and controlled documents to support unit communication needs.
Prepare forms and letters for review and signature by supervisor to support program management.
Establish annual operating budget by collecting data to analyze the cost of project proposals, staffing levels and procurement of goods and services needed to support the unit's objectives.
Administer cost effective methods of financial management and accounting practices for procurement activities that support unit's objectives.
Handle procurement requests for office supplies and equipment needed to support unit employees.
Perform general property management support services to maintain and dispose of equipment to support unit functions.
Perform property inventories, file maintenance, discrepancies reports and related documentation.
Purchase supplies or services for unit using established procurement methods.
Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit’s work.
Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees.
Perform administrative and human resources management functions for the unit such as providing advice, counsel or instruction on both administrative and work matters.

- You must be a US Citizen or US National.

Specialized Experience Requirement:
For the GS-07: You must have one year specialized experience equivalent to the next lower grade in the Federal service. Specialized experience is defined as three or more of the following: Collected and analyzed budgetary information and statistical data for use in the formulation and execution of budget requests and reports; AND/OR purchased supplies, equipment, and services; AND/OR created travel orders and vouchers; AND/OR composed, typed, and proofread correspondence and narrative and tabular material (i.e., databases and spreadsheets).

Substitution of Education for Experience:
Graduate Education: Major study-public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. - one full year (18 semester/27 quarter hours) of successfully completed graduate level education if the coursework is directly related to the work of the position (for example Business or Public Administration, or other administrative or management fields related to the position being filled); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Experience must have demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
