You will serve as a PROGRAM MANAGER in the Supply Department (Code 500), Compliance and Strategic Analysis Division (Code 510) of PEARL HARBOR NSY AND IMF.

Duties

You will oversee the work of administrative and technical personnel. You will plan work to be accomplished by subordinates, sets priorities and prepare schedules for completion of work. You will establish performance standards and evaluate performance of employees. You will ensure the collection and analysis of material metrics in order to provide oversite of supply processes and provide feedback/information to key stakeholders and C500 branches. You will manage the supply quality assurance process and monitor/track material audits within the shipyard. You will develop, adapt and control plans, programs, policies, and procedures within the framework of technical guidance provided by the Supply Officer and NAVSEA. You will make recommendations on matters pertaining to funding and budgets, material cost and expenditures, equipment, training and other requirements needed to support supply work. You will oversee analysis of current and future procedural needs of the business. You will oversee root cause analysis and resolve problems expeditiously.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating the effectiveness of shipyard supply operations programs and developing strategies to enhance existing supply operations programs to meet the needs and goals of the organization.
