This position is located in the Government Accountability Office. As a Program Manager (Assistant Inspector General for Audits) you will be responsible for for planning, directing, controlling, and supervising work performed by the auditors and analysts.
Duties
As a Program Manager (Assistant Inspector General for Audits), MS-0340-2 your typical work assignments may include the following:
Serves as a member of the OIG leadership team, providing the IG and OIG staff with policy advice and professional insight on audit activities conducted by the Office of Inspector General. This requires leadership of, and collaboration with, attorneys, auditors, analysts, specialists, and administrative staff.
Directly supervises OIG analysts and serves as the designated performance manager (DPM) for audit staff. Provides input, in conjunction with the AIGI, to the IG regarding the performance of the OIG executive assistant.
Advises and assists the IG in the performance of his or her duties and responsibilities in the overall direction and management of OIG's audit activities. Advises the IG on the progress of such activities and recommends changes in the OIG policy, program. or operating procedures to enhance the effectiveness of the OIG mission.
Oversees Semiannual Report (SAR) preparation (with input from OIG Investigations), the response to GAO management challenges. and the OIG strategic plan.
Oversees the quality assurance program for all audits, evaluations, inspections, audit related testimonies and non-audit services, ensuring these OIG products meet applicable standards including the Government Auditing Standards and the Council or Inspectors General on Integrity and efficiency standards.
Reviews final work products before submission to the IG and engagement workpapers, as appropriate. to ensure that reports and work performed comply with professional standards and OIG policy and ensure that reports contain recommendations, as appropriate, to address economy and efficiency in the administration of agency programs and operations and to prevent and detect waste, fraud, and abuse.
Assists the IG in identifying resource requirements thru the annual budget process. Prepares and maintains the annual risk-based assessment for consideration in developing the audit work plan.
Oversees OIG preparation and response to the external peer review and the annual internal inspections.
Qualifications
Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to MS-I, PE-IIB, PT-III, CS-II or the GS-14 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as:Conducting or directing comprehensive audits and reviews of all programs and operations
