The primary purpose of this position is: To serve as the command headquarters level technical expert advisor on all aspects of civil engineer contingency, deployment, and planning issues in support of Continental United States NORAD (CONR)-1st Air Force (AF) Air Forces Northern (AFNORTH) and Air Forces Space (AFSPACE) missions' goals.

Duties

Performs staff officer duties and provides expert advice, opinions, and recommendations related to all civil engineer support involving planning functions, readiness initiatives, wartime contingencies and exercises, war reserve materiel (WRM) and mobility equipment development, RED HORSE and Prime BEEF contingency forces, individual mobilization augmentees (IMAs), development of planning and policy directives and guidance, and Continental United States (CONUS) home station civilian sustaining forces. Serves as an CONR-1AF (AFNORTH)/A4C functional expert and focal point for issues involving civil engineer forces and capabilities. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning. In conjunction with the primary duty planning readiness, on a less frequent basis performs work in the construction management, design, and/or operations and maintenance (O&M) functions. Serves as the service component expert in one or more civil engineer (CE) career field specialties: engineering assistant (EA), fire protection (CEF), explosive ordnance disposal (EOD) and/or power production.

  • The employee is required to work other than normal duty hours, which may include evenings, weekends and/or holidays and is subject to short or no-notice recall to duty for emergency situations or exercises.
  • The position requires some basic skills with computer literacy and manipulation of computer programs.

  • Individual will be subject to recall/on-call status and will work non-traditional and/or extended hours as required and/or directed.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes analytical and evaluative methods in all areas of engineer planning and execution of contingency and mobility operations, exercise, and war support is necessary to provide expert counsel and advice to The Civil Engineer at HQ USAF and major commands and their readiness staffs and planners, the Joint Staff, other Air Force functional agencies, unified commands, Air Force IG staffs, and other DoD agencies. Current and comprehensive knowledge of Air Force-wide civil engineer functions, responsibilities, force structure, regulations, procedures, and policies relating to readiness, mobility, and contingency operations as well as knowledge of the Global Command and Control System (GCCS). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: General knowledge civil engineer skills in the performance of day-to-day duties. Specific expertise in one or more CE specialties of EOD, CEF, EA and/or power production. Knowledge of a wide range of qualitative and/or quantitative methods for the technical assessment and improvement of command level plans and programs for conducting major operations such as combat support, bed down, tactical airlift, deployment, mobilization, exercise, rescue, PPBS, acquisition, special operations, or other similar operations. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. Knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of and skill in the application of Air Force combat support expertise as it applies to assigned programs. Knowledge of personnel and manpower concepts and programs. Knowledge of Air Force-wide engineering functions, responsibilities, force structure, Air Force Instructions, procedures, and policies relating to readiness mobility and contingency operations. Skill in designing and conducting comprehensive studies, analyzing data, identifying trends, and preparing solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; deal effectively with people and groups; maintain good working relationships; and favorably and professionally represent the Air Force. Skill in developing AUTOCAD and other 3D imaging software documents to prepare/review designs for a variety of real property facilities construction projects, determining design criteria, putting together cost estimates and time schedules, preparing architect and engineer (A&E) statements of work, etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
