You will serve as a POLICE OFFICER in the Commander Navy Installations Command (CNIC) of NAVBASE KITSAP SEC DET.

Duties

You will conduct physical security checks of buildings or facilities during an assigned shift. You will take statements from victims, suspects, and witnesses to clarify conflicting information. You will compile evidence in accordance with mandated procedures. You will operate radar or other speed detection equipment to monitor and enforce traffic regulations or laws. You will control access to secure areas by determining which vehicles or personnel have credentials for entry.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Police Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • Must be able to qualify with and maintain required firearms qualifications.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Position is subject to shift work, recall and/or unplanned overtime work.
  • Employee must successfully pass an initial, annual, or any required OPM, DoD, or Department of the Navy mental and emotional stability screening, physical ability test, and physical fitness for duty test.
  • Employees are subjected to a pre-employment background check and ongoing background checks to affirm employability as a Police Officer.
  • Must successfully complete a DoD approved Police Training Academy or equivalent course, e.g. Navy Police Officer Academy; a federal or military police academy; or equivalent law enforcement training.
  • Incumbent must be able to read, write and speak English.
  • Must be able to obtain and maintain a Secret Security clearance.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Apprehending persons by the use of force or police equipment (i.e., firearms, taser, Oleoresin Capsicum (OS) spray); 2. Preparing police reports concerning incidents and actions taken; and 3. Responding to emergency calls for service while adhering to state and federal laws. program. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. *Physical Demands: Must be able to lift/carry items weighing more than 50 pounds. Incumbent must have stamina, agility and strength to defend themselves, defend others, pursue and apprehend or detain suspects. Incumbent must be physically fit and agile in order to pursue persons on foot over/around rough and/or slippery terrain or obstacles and up and down stairs, and to participate as a member of a special reaction or tactics squad in advent of terrorist or hostage situation. Officers must successfully complete annual agility testing in order to retain position. Officers assigned to HSB Crewman operations must be qualified IAW CNICINST 3502.2.As a HSB Crewman, personnel must be qualified IAW NAVEDTRA 43467-1 HSB Operations, the NAVEDTRA 43606, Shore Installation Management Basic Boat Coxswain (SIMBBC) and Crewmember PQS, and NAVEDTRA 43468-A, Shore Training Team Member/Leader. They must also be qualified IAW NAVEDTRA 43466, Security Force Weapons, and OPNAVINST3591 (series), Small Arms Training and Qualification on all assigned craft's weapons systems, and qualified as a second-class swimmer. Must meet OPM hearing and vision requirements to include distinguishing basic shades of color. Employee is required to wear an assigned uniform and display official designated items or accessories to include additional required equipment. The employee must follow and adhere to applicable grooming standards for the installation. Due to significant training requirements levied by DoD, SECNAV and OPNAV, incumbent must be trained and qualified to conduct Guard Mount and pre/post watch training of other Personnel before, during and after the assigned shift. Must be able to successfully complete the mandated 40-hour Emergency Vehicle Operators Course (EVOC) to be qualified to Operate motor vehicles (i.e., sedans, cargo trucks, pickup trucks) having gross vehicle weights of 7,000 pounds or less, loading capacities of 1 ton or less, manual transmissions, and 2 or 4-wheel drive in support of operations and to transport personnel and materials throughout the installation and on public roads. With additional training, the incumbent may be required to qualify on police bicycles and other rough terrain vehicles such as ATVs and snow mobiles. Maintains proficiency for response to installation perimeter breeches, hostage situations, vehicle borne improvised explosive device (IED), waterborne (IED) and pedestrian borne improvised explosive attacks, active shooter incidents, bomb threats, counter unmanned systems, suspicious packages and other terrorist threats, natural disasters, civil disturbances, and a myriad of law enforcement responses. May be required to respond to other military installations within the region or off installation events when directed by higher authority to a disaster scene or during a national emergency. Shall be required to be CPR certified and utilize a portable heart defibrillator were available. Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement prior to travel to the academy. "Agreement to Continue in Service - CSA, Agency requires 36 months of continued employment after the completion of required training from the FLETC in accordance with Title 5 USC 4108 and 5 CFR410.309. Failure to voluntary complete length of employment requirement can subject employee to reimburse to the agency for fees, such as tuition and related fees, travel, and other special expenses (excluding salary) paid in connection with the training."

Have a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement.
