This position performs detailed, difficult, and responsible duties within Employee Education & Organizational Development (EEOD) to assist in developing, providing and analyzing education and training programs within the Talent Management System (TMS), provided by the service to the VA Maryland Health Care System (VAMHCS), requiring extensive coordination, in depth problem solving. and superb project management skills.

Duties

Major Duties May Include: Creates assignments of appropriate training to local users, through the use of assignment profiles. Verifies database information in the TMS, assisting users with logging onto TMS to complete training, and maintaining local reference tables for T&Ls, Organizations, etc. Monitors External Events entered into the TMS. Ensures all training is properly recorded in TMS. Provides training and support for all TMS users including during New Employee Orientation. Functions as Item Manager in the TMS, creating new items and linking to online courses. Creates/manages TMS accounts for non-employees as appropriate. Creates TMS accounts for new employees prior to being visible in PAID. Troubleshoots user issues with passwords, logon, change/reset passwords and unlock accounts for TMS users. Assigns mandatory training to staff (or assures that assignments were made from the VISN or VACO levels). Creates and maintains mandatory education assignment profiles on all staff/student job positions and assigns accordingly in the TMS. Provides technical support for TMS. Coordinates with IT & ADPACs to troubleshoot issues, regarding the TMS and on-line training. Works with local IT staff to assure that all user workstations are configured properly for TMS. Performs TMS maintenance including individual data entry and daily download of data from local and national data sites. Troubleshoots issues with all local users, and with national TMS administrators and Technology Management Staff. Work Schedule: Monday-Friday 8am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 and for a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of education and training activities, administrative concepts, principles and practices, VA policies, regulations and directives. Perform independently the administrative and instructional duties and responsibilities in the Employee Education and Organizational Development (EEOD) Service. Working knowledge of Medical Center operations and requirements of accrediting and inspection agencies. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of education and/or training procedures is required to perform the full range of education and training support assignments such as registration, logistics, and problem solving regarding recurring and non-recurring situations. Developmental experience or relevant graduate study in applying education principles, procedures and techniques in a specialized area (e.g., instructor training, instructional methods, student motivation, discipline and adult learning) to provide requisite skills. Apply conventional analytical and investigative techniques in obtaining information for course content and development. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
