About the Position: The position is at the rank of Associate Professor for the Defense Language Institute Foreign Language Center (DLIFLC), within the Test Analysis Division of the Language Proficiency Assessment Directorate (LPAD). Educational Measurement Specialist provide mission critical analytical expertise and technical support for the production and maintenance of Defense Language Proficiency Tests (DLPTs) produced by the Language Proficiency Assessment Directorate (LPAD).
Duties
Utilize knowledge, skills and abilities in educational measurement, statistics, linguistics, language teaching.
Provide assessment to contribute to the directorate's broad range of language test design and psychometric analyses in support of the design, production, maintenance, and quality control of the DLPT System.
Work collaboratively on major design projects such as the DLPTS listening, reading and speaking validity frameworks; DLPTS item bank specifications; implementation of computer adaptive DLPTSs, and; psychometric methods for low frequency language.
Perform the full range of psychometric analyses including statistical calibration of test items; estimation of examinee ability; assessment of dimensional, item parameter drift, and differential item functioning in DLPTS item banks.

This position is a TERM time limited position, tenure track. The initial appointment is not to exceed (NTE) 12 months 1 day, and may be extended upon mission, funding and management discretion.
Applicants who do not possess a current, valid U.S. work authorization may not be appointed for 12 months 1 day, but will receive an appointment aligned to their work authorization status, to include those who may only be appointed for less than one year, who will receive a TEMPORARY Tenure 0 (Adjunct) appointment. Employees on Temporary (Adjunct) appointments are not eligible to participate in Federal Employees Retirement (FERS), Thrift Saving Plan (TSP) and life insurance benefits.
This position is in the excepted service. Employment in the excepted service does not confer competitive status to apply to competitive service jobs in the federal civil service. The position expiration date (not to exceed date) may be extended based on workload and funding availability and is not subject to regulatory time limits.

ASSOCIATE PROFESSOR (Educational Measurement Specialist):
Master's degree in Psychometrics; Statistics; Mathematics/Engineering; Quantitative Psychology; Industrial/Organizational Psychology; Educational Measurement; Computational Linguistics, or a closely related field.
AND
four or more years of directly related work experience.
Specialized Experience is defined as professional experience in relevant quantitative methods/data analysis.
Specialized Experience includes: (a) professional experience in the use of item response theory, classical test theory, test equating, argument-based approaches to test validation, computerized adaptive testing, experimental design, statistics, cognitive and non-cognitive testing, and the application of theoretical and applied research to resolve complex technical issues, and (b) effectively communicating the results and implications of these analyses to technical and non-technical audiences.
