This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base and Major Range and Test Facilities Base in the Department of Defense to recruit/appoint qualified candidates to positions in the competitive service. About the Position: Primary purpose of the position is to provide arsenal-wide pipe fitting installation and repairing for sewage and industrial wastewater, potable water. Utility and natural gas piping for heating/boiler plants, etc.

Duties

Installs new and existing high-pressure pipe systems and equipment. Studies blueprints, drawings or sketches, if available, and plans and lays out the routing, placement, pitch, elevation, pressure reduction, expansion, and operation of a variety of piping systems and equipment. Prepares assemblies for installation by cutting, threading, bending, and joining pipe and valves to equipment at proper grades and angles, using pipe cutters, power jack saw, threading machine, dies, bending machines, vises and wrenches. Incumbent is technically responsible for necessary modifications, installation, repair, troubleshooting, and maintenance of a variety of munitions manufacturing piping systems. Maintains a variety of complex equipment and systems involving power boilers with complicated components, critical requirements and rigid tolerances. Operates backhoes and trac-hoes to push, pull, pile, or load materials such as sand, gravel, earth, coal, or refuse.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health.

  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Pipefitter (Engineering Equipment Operator) ~ without more than normal supervision- performing the following duties. Pipe fitting installation and repair services for sewage and industrial wastewater, potable water industrial and manufacturing facilities, utility piping, natural gas piping, heating and boiler plants, utility plants and systems, buildings and structures. Operating backhoes and trac-hose. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: The pipefitter makes repairs and installations from ladders, scaffolding, and platforms, and where the systems and equipment worked on are in hard-to-reach places. The position requires them to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. The pipefitter frequently handles, lifts, carries, and set up parts and equipment that weigh up to 50 pounds. Occasionally, they may lift and carry items that weight over 50 pounds and will be required to wear protective equipment, e.g., respirators, safety glasses, etc. WORKING CONDITIONS: The work is done inside and outside, is it usually dirty, dusty, and greasy and may include inclement weather and extreme temperature. The pipefitter is sometimes required to installations and repairs in areas where bad smelling fumes are present. There is frequent exposure to the possibility of uncomfortable heat conditions. The pipefitter is frequently exposed to the possibility of strains, cuts, scrapes, bruises, burns, and infections. They are occasionally exposed to the possibility of broken bones. When working in munitions manufacturing areas, employee is subjected to the possibility of hazards from toxic chemical and explosives items.

Education

Some federal jobs allow you to substitute education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
