The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. This position is located in the Historical Services Office, under Headquarters located in Arlington, Virginia. Incumbent serves as an expert Historian. Work requires a professional knowledge of methods and techniques of historical research in the collection, evaluation, analysis or presentation of complex historical facts within the context of major historical political and military events.

Duties

The incumbent serves as a senior author-historian, responsible either as an individual or as leader of a team for the research and writing of ABMC brochures, publications and historical reports. Duties include but are not limited to: Developing all phases of the working plan, taking into account the time available for the accomplishment of the project and the number and experience level of the historians available for service as team members if the project is susceptible to a team approach. Conducting and/or leading studies that are broader in scope and cover very complex and varied subject matter, bringing together a range of subjects over a lengthy time span and broad geographical area. Employing a high degree of imagination and ingenuity to conduct extensive, independent research to locate all relevant documents and facts in the National Archives, Library of Congress, presidential libraries, Army and DoD records, and other sources. Preparing a prospectus detailing the scope of the project, approach and methodology, sources, classification issues, outline, and production milestones. Arranging for and conducting interviews with subject matter participants and other firsthand observers to analyze complex events in order to identify the factors involved, to construct and test theories regarding the causal and other relations among them, to interpret their significance, and to explain why they occurred. Isolating for special scrutiny and detailed treatment key or representative events. Selecting and organizing material to provide a complete picture, stressing events of greatest significance and clearly laying out relations between them. Reviewing, evaluating, and recommending revisions to improve work of others, including colleagues, and research assistants with a view towards scholarly content, writing style, and conformance with ABMC and academic guidelines and standards. Allocating project duties, taking into account the number and experience level of team members when assigned as a project leader. Advising on historical publication opportunities through journals, historical societies, and academic presses. Answering requests for information in areas of expertise from the public, and other agencies. Actively engaging in professional development activities, including preparation and executing staff rides in presentation of scholarly papers and articles in area of expertise. Performs other duties as assigned.

Qualifications

Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. Specialized Experience: For GS-13: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12 level; or its non-Federal equivalent that demonstrates: Experience planning and conducting historical investigations; evaluating potential project impacts; conducting historical resource investigations, including archival research, record and literature searches; reporting findings in professional reports, detailed answers to research questions and providing historical guidance to exhibit design projects; experience in Military material culture, museum property management; specialized knowledge in American Military history of the 20th century. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0170 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement. Individual Occupational Requirement:

Degree: history; or related field that included at least 18 semester hours in history. (NOTE: You must upload your transcripts)

Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education
