Duties
This is a Reassignment Opportunity Bulletin: You must be currently serving or have previously served as a fulltime permanent GS-9, GS-11, or GS-12 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 0401 series within the last five years to qualify under this Bulletin. If you hold or have previously held the GS-0401-13 level or higher and are willing to take a change to lower grade, you will also be considered for this position.
Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to detect and prevent terrorists and instruments of terror from entering the U.S. This position starts at a salary of $64,384.00 (GS-09, Step 1) to $121,378.00 (GS-12, Step 10) with promotion potential to $121,378.00 (GS-12 Step 10).

Relocation Incentive: For the Port of Alcan in Tok, AK location, a relocation incentive is also authorized. A relocation incentive of 25% of your first year basic rate of pay (plus locality) to be paid annually during a service period of no more than four (4) years is also authorized. Upon selection, you may be eligible to receive a Relocation Incentive, pending budgetary approval and per the terms outlined in agency policy. You will be required to sign a relocation incentive agreement.
Qualifications
Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below.
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
or
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
You qualify for this position if you meet the basic requirement listed above and possess the experience or substitution of education, if applicable, as described below:
Experience GS-9: You qualify for this position if you are currently serving or have served as a full-time permanent GS-9 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 0401 series within the last five years. Your experience must include;
Responding to a wide range of technical and regulatory agricultural inquiries from within CBP, other agencies, the public and industry.
Conducting visual and physical inspection of cargo, baggage, conveyances, packing materials and persons using a wide array of non-intrusive technology.
Assisting in the identification of pests not requiring submission to U.S. Department of Agriculture (USDA) specialist.
Experience GS-11: You qualify for this position if you are currently serving or have served as a full-time permanent GS-11 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 0401 series within the last five years. Your experience must include;
Compiling data, maintain logs, and preparing reports on inspection operations
Applying judgment to resolving problems encountered during:
a) Inspections of vessels, vehicles, aircraft, cargo, agriculture commodities, and baggage for the presence of regulated and/or restricted plant material, pests or diseases and either safeguarding and confiscating prohibited items or treating infested material; or
b) The review/analysis of passenger, conveyance, cargo and/or commodity documents, databases, and tactical intelligence to assess the agricultural risk of their entry.
Experience GS-12: You qualify for this position if you are currently serving or have served as a full-time permanent GS-12 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 0401 series within the last five years. Your experience must include;
Analyzing a wide variety of agriculture-related material, pests or diseases including the very difficult, complex and unusual finds submitted by other agriculture inspection personnel
Serving as a consultant in identifying a wide range of insects and related pests associated with the inspection of conveyances and passengers
Serving as a trouble-shooter, handling the most unusual agriculture commodity or pest problems
Compiling data, maintain logs, and preparing reports on inspection operations

Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/26/2023.

Polygraph Examination: CBP has the authority to conduct a polygraph for the CBP Agriculture Specialist position, however, at this time a polygraph is not a pre-employment requirement. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
