About the Position: This job announcement is for an Executive Assistant, GS-0301-13, for the U.S. Army Corps of Engineers-Rock Island District, Executive Office.
An advisor and liaison on matters of mutual concern for Congressional offices, other Federal Agencies, HQUSACE, Mississippi Valley Division (MVD) Corps FOAs, and state and local government, in relation to planning and development of District missions.
Duties
Review and evaluate District policy, programs, and procedures to determine effectiveness and efficiency in accomplishing District mission, goals, and objectives.
Hear and resolve employee complaints and refers more serious grievances to higher authority with recommendations for resolution.
Advise and assist in the development and direction of District policies, programs, operations, and accomplishments.
Establish and maintain effective communications and working relationships with numerous customers at all levels, to include Congressional delegations and federal, state and local government officials.
Communicate to the District, decisions and changes in policy and procedures of the District Engineer.
Study and recommend to the Commander policies and procedures related to Federal and state coordination, cooperative actions and agreements, memoranda or agreements/memoranda of understanding, and cost sharing.
Consultant and advise the District Engineer on high-level executive matters pertaining to organizational elements of the District and provides continuity on District programs, policies, and procedures.
Recommend establishment of new policy, procedures, and regulations as well as changes to existing policy, procedures, and regulations.
Reply to correspondence on controversial/troublesome issues involving several organizations.
Analyze, interpret, and apply federal, state, and local regulations and policies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
- One year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes providing a full range of executive-level administrative support work; experience briefing staff for special conferences and discussions and providing consultation for such meetings; and experience reviewing and evaluating policies, programs and procedures to determine effectiveness and efficiency in accomplishing mission, goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
