Duties
You will manage life-cycle phases of application systems to ensure efficiency in information technology (IT) operations.
You will manage the administration of systems engineering to ensure that applications are optimized for functionality.
You will assess new database technologies to determine compatibility with customer requirements.
You will administer an organizations information technology (IT) life cycle management program to ensure organizations mission, goals, and objectives are met.
You will analyze information technology (IT) program effectiveness to determine if improvements or modifications are necessary.

Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures and manages systems resources including performance, capacity, availability, serviceability, integrity, efficiency and recoverability.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Administering the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Recommends resolution to problems and issues, prepares and presents reports and plans, and coordinates projects to meet future needs.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolves hardware/software interface and interoperability problems.
In addition to the experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring and evaluating systems' compliance with Information Technology (IT) security requirements; 2) Assisting in the implementation of IT security policies and Information Systems Security Manager (ISSM) duties; 3) Trouble shooting and resolving IT technical problems in order to maintain intranets and websites; 4) Applying IT concepts, principles, methods and practices sufficient to plan and carry out a wide variety of difficult and complex IT issues; 5) Performing as command liaison between different entities for Information Systems management and trouble-shooting measures for programs and operations; and 6) Applying advanced knowledge of hardware design, operation and interface standards (capabilities and limitations of advanced computer equipment) to successfully carry out IT duties. Education
In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a Ph.D. or equivalent doctoral degree
or
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
