You will serve as a SUPV ADMINISTRATIVE/TECHNICAL SPECIALIST in the Acquisition Management Branch, Code 7072 of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will supervise a team of local and remotely disbursed CORs supporting contract actions and acquisition data calls. You will ensure implementation of contract policies, operating procedures, and instructions provided by NSWCCD Contracting Department for the administration of pre and post award contract actions. You will manage and integrate contracting timelines for all Signature Department acquisition activities. You will conduct internal reviews, control audits, and surveillance to ensure contract compliance and adherence with Contracting Office guidance. You will interpret NSWCCD contract guidance in relation to Signature Department acquisition activities and coordinate resolution for conflicting viewpoints and controversial issues. You will establish concepts and criteria foundational for the development of internal business policies and processes managing the Acquisition activities. You will assist the Acquisition Manager in analyzing, planning, scheduling and executing Department 70’s major acquisition functions. You will provide a full range of supervisory functions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or managing contract representatives supporting acquisition packages (i.e., contracts, statements of work, acquisition plans, strategies, requests for proposals, data requirements, justifications and approvals).
